This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base (DIB) Facilities and the Major Range and Test Facilities Base to recruit and appoint qualified candidates to positions in the competitive service. Under this authority, competitive rating/ranking and veteran's preference procedures do not apply.
About the Position: Responsible for general repair, alteration, and maintenance of structures and buildings.
Duties
Fabricate walls, floors, and ceilings of buildings and rooms of wood, metal, and sheetrock.
Patch wooden and tile floors.
Repair and replace doors, door and window frames, sashes, studs, joists, and framework.
Measure and cut materials to proper size and dimension.
Perform masonry work.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
- This position requires you to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
- This position meets the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs. Detection of the presence of drugs is warranted. This position is subject to a pre-employment screening and random testing.

Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Carpenter ~ without more than normal supervision. Must possess the ability to perform common tasks including making general repairs, alterations and maintenance of structures and buildings and assisting in laying block and mortaring joints. - Failure to meet this Screen out Element will result in an ineligible rating.

Physical Effort: This position requires considerable standing, bending, stooping, climbing on ladders, scaffolding, and rooftops, considerable arm movement, and working in cramped or awkward positions. Requires extended periods of standing while operating machines, such as bench planers, saws, and drill presses. When at a job site, strenuous physical exertion is sometimes required when handling heavy and bulky materials such as sheets of plywood, framing members, and other building and construction materials. Use manual or portable power tools for extended periods in uncomfortable positions. May lift or carry items weighing up to 40 pounds unassisted and occasionally lift or move heavier items. All lifts over 50 pounds will be assisted with a two person lift or using a mechanical handling equipment lifting device. The two person lift limit is 100 pounds and will only be used for single event, non-routine lifts.
Working Conditions: This position requires work to be performed inside and outside. Some work is performed in shop areas where the incumbent is exposed to moderate or high noise levels from operating machinery, sawdust in the air, glue fumes, and hazards associated with woodworking and related power equipment. When working at job sites, incumbent may be exposed to weather conditions and the hazards of working on and around scaffolds and ladders. Subject to cuts, bruises and contusions, falls from ladders, roof tops, or scaffolds and injuries from splinters or tools. May work in confined areas such as crawl spaces and attics which may be dusty and dirty. Safety precautions and protective equipment such as goggles, gloves, fall protection, hearing protection, respirators, and hard hats are required.
