This position is located in the Small Business Administration, Office of Human Resource Solutions - OHRS in Washington, DC. The Human Resources Specialist (Labor Relations) will serve as a technical and expert advisor in the development, implementation, and evaluations of the Small Business Admininstration's (SBA's) labor relations program.
Duties
Provide expert guidance and consultative services on all federal labor relations programs and services including grievances, contract interpretation, negotiations, and unfair labor practices.
Interpret routine and complex legislation, regulations, and policy guidance and ensure consistency in application in the Agency's Labor Relations Program.
Negotiate new policies, collective bargaining agreements and settlements with union representatives on Agency-wide/Headquarters labor relations policy issues of a routine and extremely sensitive and controversial nature.
Serve as primary OHRS technical representative during arbitrations, Federal Labor Relations Authority (FLRA) hearings and other third-party proceedings (i.e., FSIP).
Conduct research of laws, case decisions and other pertinent resources to prepare correspondence, briefs, statements of position and other documents in support of the Agency's position in such litigative proceedings.
Develop policy frameworks, metrics, programs, and activities related to the present and future labor relations, and key performance requirements.
Collaborate with HR professionals; represent SBA at conferences with other government agencies, external meetings, etc.
Develop, deliver training, lead and/or participate in workgroups and seminars in labor relations and other relevant areas of HR as they relate to labor relations and the collective bargaining agreement.
Requirements
- You must be a U.S. Citizen.
- You must successfully complete a background investigation.
- You may be required to serve a one-year probationary period.
Qualifications
For the GS-14: One year of specialized experience, equivalent to the GS-13 grade level in the federal service, obtained in either the private or public sector in labor relations performing the following tasks:
Analyzing, interpreting, and applying complex legislative and regulatory policy to develop comprehensive plans of action and policies and procedures in support of management positions; and
Providing expert advice to customers at all levels on routine and complex labor relation matters; and
Participating in third party proceedings, litigation, and hearings; and
Engaging in negotiations to include participation in cases before the Federal Service Impasses Panel (FSIP).

TIME-IN-GRADE: If you are a current career or career-conditional federal employee applying for promotion under Merit Promotion you must have completed a minimum of 52 weeks in positions at the next level lower than the position being filled.
