This position is located in the Office of Audience and Distribution Strategy, Deputy Assistant Secretary for Digital Content, Bureau of Global Public Affairs (GPA/DC/ADS) and plays a leading role in providing strategic guidance in planning and examining/training how U.S. embassies and other diplomatic missions and Department offices can leverage the power and reach of social media and technology to achieve their foreign policy missions.

Duties

Plans, organizes, and directs the office activities; balances workload and provides advice, guidance, and direction on a wide range of issues; plans work to be accomplished by subordinates, sets/adjusts short-term priorities, and prepares schedules. Plays a lead role in the planning, development, and use of social media tools program by the Department and U.S. embassies and other diplomatic missions. Manages Bureau-wide development, coordination, and delivery of GPA-specific training modules. Provides training and other resources to promote social media best practices among Department employees worldwide. Coordinates and advises leadership on measuring effectiveness of GPA-led social media strategies and training. Advises office and bureau leadership on the coordination, development, and implementation of plans and projects pertaining to the Department's use of social media.

Requirements

  • Must be able to obtain and maintain a Top Secret security clearance.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement.  NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience researching, coordinating, planning, tracking schedules, reporting and presenting both in writing and orally. Experience evaluating program effectiveness and analyzing and resolving problems relative to administrative support and activities. Experience coordinating the development and dissemination of technology capacity building efforts to U.S. Embassies and other diplomatic missions. Experience defining parameters of potential approaches, developing options, analyzing their meters and implications, monitoring and reporting on impact to program effectiveness. In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities: Ability to assign, review, and supervise the work of others; Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances; Ability to adjust to change, work pressures, or difficult situations without undue stress; Willingness to consider new ideas or divergent points of view; and Capacity to "see the job through." There is no substitute of education for specialized experience for the GS-14 position.
