Duties
As a/an Human Resources Specialist (Employee & Labor Relations), you will:
Provide advice and guidance to supervisors regarding methods with poor employee performance or behavior problems.
Serve as an expert in all Labor Management Relations issues affecting agency management, i.e., significant grievances and arbitration, unfair labor practice charges, representational and negotiability petitions, impasse proceedings, etc.
Provide technical advice to agency legal staff in the preparation of defenses to appeals, grievances, and discrimination complaints brought against the United States Mint involving local and national issues.
Provide advice regarding the administration of formal performance rating and employee recognition plans.
Qualifications
You must meet the following requirements within 14 days of the closing date of this announcement.
The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12grade level in the Federal service. Specialized experience for this position includes
-Researching human resources concepts, principles, laws and regulations in order to advise all levels of management on appropriate resolutions regarding employee and labor relations and performance management related issues. Examples of such experience could include: (Providing advice and assistance about appropriate disciplinary or other corrective techniques in response to a range of conduct and performance problems; OR Providing guidance on labor-management matters (e.g. grievances, unfair labor practice charges, information sharing, contract interpretation, labor relations training, and preparation and conduct of contract bargaining)
-Providing guidance in the following areas: negotiations, conduct, performance, attendance and dispute resolution.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13 you must have been at the GS-12level for 52 weeks.
