This position is located in the Department of Homeland Security (DHS), Office of Strategy, Policy, and Plans; Strategic Initiatives.
The primary purpose of the position is to provide policy management of the Department's screening and vetting, aviation security, trusted traveler programs, use of the terrorist watchlist, traveler redress, and coordination with the National Vetting Center (NVC).
Non-BU: This is a non-bargaining unit position.
Duties
As a Supervisory Policy Analyst, GS-0301-15, your typical work assignments may include:
Develop and coordinate screening and vetting policy and provide oversight of the implementation of screening and vetting policy and programs across DHS. This activity includes: updating screening and vetting policies and working with operational components to update programs to mitigate identified vulnerabilities that might allow threat actors to travel to the United States undetected, representing DHS on interagency coordinating bodies such as: the National Security Council's Interagency Policy Coordinating Committees (IPCs) and Sub-IPCs, National Vetting Center Governance Board working groups, the Watch-listing Advisory Council (WLAC), and other interagency screening and vetting working groups, and engaging with other interested departments and agencies, representatives of allied governments and international organizations.
Ensure the Screening and Vetting Office complies with relevant guidance issuance and reporting requirements, and appropriately gathers information from-and coordinates with-relevant DHS components (e.g., Customs & Border Protection, Immigration & Customs Enforcement, United States Citizen and Immigration Services, Cybersecurity and Infrastructure Security Agency, Intelligence & Analysis, Transportation Security Administration) and other federal offices and agencies, especially the National Vetting Center, the National Counterterrorism Center, the State Department, and the Department of Justice.

Requirements

Qualifications
Specialized Experience:
You qualify for the GS-15 grade level if you possess one year of specialized experience, equivalent to the GS-14 grade level in the Federal government, performing duties such as:
Serving in leadership role for a team or organization responsible for terrorism watchlisting, screening, and vetting procedures.
Working with federal departments and agencies in providing expertise on screening and vetting programs and serve as the primary liaison screening and vetting efforts.
Developing policies, goals, and objectives of screening and vetting programs, and criteria for evaluating the effectiveness of the programs.

Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement.
