This position is part of the National Archives and Records Administration. National Personnel Records Center, Management Systems Staff. The primary purpose of this position is to provide instructional services to employees at the National Personnel Records Center's, Military Personnel Records facility and the Civilian Personnel Records facility, by providing a practical knowledge of training principles to the development and delivery of technical and nontechnical training programs.
Duties
The following are the duties of this position at the GS-11. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
As a Training Instructor, you will:
Present technical training courses to new and current NARA employees and business partners, adapting content and delivery techniques to address differing needs and capabilities of varying audiences.
Develop and deliver modules or entire sessions of non-technical training courses such as telephone skills, stress management, customer service, etc., where the principles to be addressed are basic and straightforward, and reference materials are readily available.
Manage individual self-paced learning activities in the MPR learning laboratory, where individual NPRC employees may come to the laboratory to utilize or view computer-based instruction, videotapes, books or other sources. Recommend and administer the appropriate learning source, assists the employee with the program, and monitors and records individual progress.
Consult with the employee, his/her supervisor, and the Training Specialist in determining or recommending appropriate remedial or developmental programs or courses to address individual or group developmental needs. Develop and deliver training courses or modules of courses in technical NPRC-related areas or non-technical areas to address these needs.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized experience for the GS-11 is one year of experience at the GS-09 level, or equivalent that is directly related to the position and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position must include:
Developing full-length training courses or modules to address the needs of the agency. AND
Teaching or Instructing employees and business partners in both technical and non-technical duties. AND
Providing oversight for the training and evaluating results and providing recommendations.
OR
Ph.D. or equivalent doctoral degree OR
3 full years of progressively higher level graduate education leading to such a degree OR
LL.M., if related
OR
You may qualify by a combination of experience and education. Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education.
Specialized experience for the GS-09 is one year of experience at the GS-07 level, or equivalent that is directly related to the position and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position must include:
Development, coordination, and delivery of various training courses. AND
Development of job aides such as handbooks, visual aids, tutorials or other reference aides. AND
Conduct research and analysis to identify best practices
OR
Master's or equivalent graduate degree OR
2 full years of progressively higher level graduate education leading to such a degree OR
LL.B. or J.D., if related
OR
You may qualify by a combination of experience and education. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education.
Undergraduate and Graduate Education: Major study -- education or a subject area related to the position to be filled.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-11, you must have been at the GS-09level for 52 weeks.
For the GS-09 you must have been at the GS-07level for 52 weeks.
