This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This position will be filled on a TERM basis.

Duties

Monitor and track obligations and expenditures throughout the current and prior fiscal years. Perform budget analysis for execution of funds. Certify funds availability with the organization without exceeding budget caps. Compile and summarize budget estimates for the organization. Consolidate and balance budget and accounting data for organization. Prepare and maintain financial data to support execution reflected on Status of Funds reports. Utilize automated systems to input and retrieve various types of financial data. Monitors spend plan commitments, obligations, adjustments and changes in budget requirements. Assist in resolving accounting and funding discrepancies. Monitor, research, and resolve unliquidated obligations. Identify and report funding deviations on spending plans. Assist in on-the-job training for new employees in Resource Management office. Provide technical guidance to customers on various budget topics.

Requirements

  • This position requires you to complete Financial Management (FM) Level II Certification within 2 years of being hired into the position.

Qualifications

Position may be filled as a term appointment NTE 13 months. Term appointments may be extended beyond six (6) years, up to eight (8) years. With DoD approval, term appointments may be extended beyond eight (8) years. Current permanent Federal employees (to include permanent Army employees) applying for a term appointment will be appointed/converted into a term appointment with no statutory return rights back to a permanent position. Who May Apply: US Citizens In order to qualify, you must meet the experience and/or education requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience for the GS-09: To qualify based on your experience, your resume must clearly describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled, including: Compiling budget estimates in order to provide accounting reports; Reviewing funding documents to determine whether obligations and/or expenditures are within the funding limitations of the approved budget; Utilizing automated budget and accounting systems to track financial transactions; Reviewing and researching accounting reports in order to balance financial transactions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07). Education Substitution for the GS-09: Successful completion of a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as: Accounting, Finance, Business, Public Administration, Economics, Statistics or Political Science. (You must provide a copy of your transcripts.) OR Combination of Experience and Education Substitution for Specialized Experience for GS-09: If you have some, but not all, of the experience or education described above, you may still qualify by combining the amount of creditable experience and education that you possess. To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. The total percentage must equal at least 100% to qualify. (You must provide a copy of your transcripts.)

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
