The mission of the Administration for Children and Families is to oversee and finance a broad range of programs for vulnerable children, youth and families. The Office of Administration is responsible for providing agency-wide policy and implementing programs related to the administrations core functions: Personnel, Financial Management, Grants Policy, Staff Development Training, Diversity Management (EEO), Special Initiative Activities, Organizational Development, and Administrative Services.

Duties

Provide expert consultation to properly shape the direction of work, design organizational structures, and make policy, program, and personnel decisions to ensure the success of the mission. Stimulate thought, provide guidance, and present plans to ensure human capital activities are well coordinated and integrated across the various programs and offices. Provides direction, oversight and significant and extensive coordination of important organization-wide projects and programs containing segments of professional, scientific, technical, managerial, and administrative work. Provides senior level guidance for the preparation of a variety of special analyses and reports on HR and strategic human capital issues including the introduction of labor-saving devices, automated processes, and improvements.

Qualifications

Open Governmentwide to current or former competitive service federal employees with reinstatement eligibility and Senior Executives. As a basic requirement, applicants must demonstrate progressively responsible leadership experience that is indicative of senior level capability and directly related to the knowledge, skills and abilities outlined under the Technical Qualifications listed below. Typically, experience of this nature will have been gained at or above the equivalent of the GS-15 grade level in the Federal service. Failure to meet this basic qualification requirement will exclude you from further consideration. Technical Qualifications (TQ's): This position requires that you possess TQ's that represent knowledge, skills, and abilities essential for success in this role. The following TQ's must be evident in your resume. Demonstrated ability to manage large and complex human capital programs that provide guidance and leadership regarding talent management strategies and programs, monitoring, and addressing gaps within agency specific mission critical positions. Demonstrated expertise in developing and executing strategic workforce plans that align with the agency mission and objectives; proven ability to analyze workforce data, anticipate future needs, and implement strategies to attract, retain and develop a diverse and skilled workforce.
