The primary purpose of this position is to serve as senior specialist responsible for participating as an Air Force representative with the DoD Enterprise Hiring Solutions working group. Coordinates, validates, makes recommendations, and test systems functionality to support the DoD Enterprise Hiring recruitment and placement tools.

Duties

Identifies, analyzes, and conceptualizes HR problems and develops alternative solutions, performs techniques of fact-finding, analysis and resolution of concrete action plans to analyze organizational and operational problems, provides recruitment and placement analysis and statistics using Cognos and/or Power BI platforms. Represents AFPC Directorate of Personnel Operations / Staffing Operations Division, evaluating, recommending, testing, and delivering Civilian HR Enterprise Systems in collaboration with AFPC employees, Civilian Personnel Sections (CPS), MAJCOMs, HQ AF, other DoD components, DCPAS and OPM Participates in special projects, initiatives and performs special assignments Troubleshoots and resolves the most difficult and complex internal and external placement situations Researches, interprets, analyzes and applies a variety of public laws, Executive Orders, and Federal regulations regarding civilian personnel staffing functions

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, 0201 Series. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes 1) Using a working knowledge of policies, procedures, methods, and techniques of business operations to develop, revise, and advise on Human Resources programs to meet goals and objectives within available resources. 2) Using analytical and evaluative methods, including a wide range of qualitative and quantitative techniques, plus a thorough understanding of assessing effectiveness, identifying deficiencies, analyzing trends, and making recommendations for enhancements and improvements of programs and the resolution of problems. 3) Providing an in-depth knowledge of DCPDS to troubleshoot errors, provide advice, etc., to Staffers when processing personnel actions. 4) Providing in-depth knowledge of USA Staffing Platform to troubleshoot issues, recommend enhancements, and provide training on all aspects of the system to Users of the system. 5) Providing knowledge of federal laws, executive orders, regulations, policies, directives, principles, and practices to administer an agency wide personnel and data analytics program. 6) Analyzing HR management programs, practices, and procedures to assess the effectiveness and to provide recommendations for corrective actions. 7) Planning, organizing, and leading working groups to facilitate Enterprise solutions. 8) Analyzing HR management programs, practices, and procedures to assess the effectiveness and to provide recommendations for corrective actions. 9) Identifying, analyzing, and conceptualizing HR problems and developing alternative solutions and a broad knowledge of methods and techniques of fact-finding, analysis, and resolution of concrete action plans to analyze organizational and operational problems. 10) Coordinating and integrating work activities of several organizational segments and/or several different projects to maximize organizational efficiency. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of and thorough understanding of the Federal HR affirmative employment, recruitment, placement principles, concepts, practices of personnel management laws, executive orders, functions, theories and techniques and the interrelationship of the various personnel disciplines to include a broad knowledge of HR theories, principles and practices in the delivery of HR services. A sound theoretical knowledge and practical understanding of federal personnel management automated data processing functions, theories and techniques and of basic relationships of the various personnel disciplines and tools. Ability to represent the Air Force both within and outside the organization and gain support for program goals. Ability to plan, organize and lead working group to facilitate Enterprise solutions. Ability to gather, analyze and present information and to plan and organize work independently. Ability to establish effective working relationships with coworkers and customers contributing to a cooperative working environment and successful accomplishment of the mission. Ability to communicate orally and through clear, concise and technically accurate written memoranda, letters, documents, briefings, and reports. Skill in analyzing HR management programs, practices and procedures to assess the effectiveness and to provide recommendations for corrective actions. Skill in reasoning and ability to identify, analyze and conceptualize HR problems and develop alternative solutions and broad knowledge of methods and techniques of fact-finding, analysis and resolution of concrete action plans to analyze organizational and operational problems. Ability to coordinate and integrate the work activities of several organizational segments and/or several different projects to maximize organizational efficiency. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.

ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires federal agencies to treat an eligible active duty service member as a veteran, disabled veteran, and preference eligible (as applicable) when applying for civil service positions before the effective release or discharge date. Appointment of military members before the release or discharge date is permissible if the member is on terminal leave. At the time the active duty member applies for a civil position, he or she must submit a "certification" memo in lieu of a DD-Form 214, Certificate of Release or Discharge from Active Duty. Active duty members applying for a civil service position without submitting a valid certification memo or DD-Form 214 with their application will render the member ineligible for the position.
