Duties
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Acq Demo Business and Technical Management to recruit and appoint qualified candidates to positions in the competitive service.
As a CONSTRUCTION CONTROL REPRESENTATIVE at the NJ-0809-4 some of your typical work assignments may include:
Provides input to facilities construction and maintenance acquisition and procurement requirements in support of the global MSR mission, which entails providing facility operations and services, facility acquisition and sustainment, and environmental management to MDA agency-wide.
Serves as facility maintenance and construction control representative and inspector for all MDA facility maintenance and construction contracts executed at various locations. Supports MDA's technical monitoring of the facility maintenance contract for mission support services and base operations support provided to MDA under various Installation Support Agreements. Assesses the performance of facility and/or construction contractors as provided by United States Army Corps of Engineer (USACE), United States Army Installation Management Command (US Army IMCOM), Army Contracting Command, or any other organization providing facility services to MDA. Assesses all facility contractors for MDA mission assurance and quality assurance. Drafts monthly Technical Monitor reports of contractor performance analysis with the MSR team. Serves as Contracting Officer's Representative or Alternate Contracting Officer's Representative as required.
Maintains familiarity with construction contract plans and specifications, maintenance procedures, and Facility Specific Operations and Maintenance Manuals (FSOMMs). Ensures FSOMMs and as-builts drawings are up to date. Inspects electrical, mechanical, civil, and architectural materials and equipment delivered to the worksite to ensure they meet FSOMM requirements or contract specifications. Observes Periodic Maintenance (PM) and Corrective Maintenance (CM) work and works methods to ensure that PM's and CM's are being performed in accordance with FSOMM requirements and/or contractual requirements. Inspects work in-progress and upon completion to ensure an acceptable level of workmanship. Observes worksite and work activity to ensure safety standards are maintained.

Qualifications
You may qualify at the NJ-04 level if you fulfill the following qualifications:
One year of specialized experience equivalent to the NJ-03/NH-02/GS-11 grade level in the Federal service with 3 out of the 4 as listed below:
Experience assessing facility construction and maintenance effectiveness and recommending changes and improvements in contractual support of Agency facility management requirements.
Experience performing facility construction and maintenance practices, methods, techniques, costs, materials, and equipment.
Experience determining functions and costs of facilities management and engineering programs, military construction programs, and environmental management programs in order to assess construction and maintenance quality.
Experience applying DoD facilities construction acquisition processes, principles, procedures, and regulations; contracts; legal ramifications.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
