Performs duties as the Director, Talent Development and Organizational Improvement in the Office of the Chancellor, Air Force Institute of Technology (AFIT).
*This is not a Tenure Track position.
Duties
Identify, advocate for, and lead talent development and strategic organizational improvement initiatives of importance to the success of the Air Force Institute of Technology's (AFIT's) academic mission.
Assesses institutional needs; designs and executes programs to advance talent development initiatives, improves workplace climate, and enhances organizational capacity for change; supports strategic planning and execution; recommends policy; provides executive-level contributions in the allocation human, fiscal, and physical resources; fosters engagement, team building and cohesion across the institution; and serves as a primary advisor to AFIT's senior leaders.
Cultivate and maintain an institutional environment where members at all levels are stakeholders in and effective contributors to mission success, in partnership with the Chancellor, Provost, and AU Det 1/CC.
Ensures the AFIT climate promotes a professional, diverse, and inclusive culture consistent with DAF vision.
As the primary talent development and organizational improvement subject matter expert (SME) and advisor to the AFIT Chancellor, develops and advocates for AFIT-wide policies and initiatives to optimize the performance of all AFIT students, faculty and staff in their assigned duties.
Provides vision, direction, oversight, and perspectives on all major workforce development and talent management policy issues, climate assessment, strategic planning, and leadership initiatives; and ensures evidence-based practices relevant to higher education are considered, adopted or adapted as appropriate to AFIT's military, federal, academic environment.
Coordinates with the AFIT senior leadership team, deans, directors, department heads, and the senior enlisted leader to devise an institutional vision for talent development and organizational improvement.
Develops and implements a comprehensive plan for workforce development, talent management, and climate improvement; integrating with the AFIT strategic plan where appropriate.
Organizes and leads an AFIT council related to workforce development, talent management, and workplace climate to coordinate and integrate related efforts across the institution, capitalize on programmatic synergies, and increase effectiveness. Leads or participates in AFIT councils, boards and committees such as the Strategy Management Council, Personnel Management Board, and other AFIT organizations which exercise AFIT wide responsibilities.
Represents AFIT to external stakeholders and develops partnerships. Partners with talent development and organizational improvement leaders from other services and institutes of higher education across the nation to share and implement best practices. When appropriate, represents AFIT in national, regional, and local events to effectively execute the AFIT outreach mission.
Nurtures a climate and culture of positive team dynamics, moral courage, and cultural competence through focused developmental education, training, workshops, and leadership development activities. Provides programming and mentoring on topics such as emotional intelligence, facilitation and conflict resolution skills, and team building. Coordinates and facilitates difficult dialogues, town hall meetings, conferences, experiential learning modules, and community outreach using evidence-based practices.
Partners with faculty to facilitate and maximize inclusive teaching and learning practices. Develops and delivers class lectures, workshops, and seminars highlighting best practices for talent development and organizational improvement relevant to AFIT's graduate education, professional continuing education, and faculty/staff development programs.
Conducts longitudinal studies, engages with focus groups and utilizes various forms of institutional data (e.g., academic achievement gaps, academic remediation, waiver requests, graduation rates, participation rates, candidate pools and retention rates of faculty, staff, and students) to inform and evaluate educational effectiveness, workforce development, talent management and outreach efforts.
Prepares reports and briefings resulting from study efforts and analysis of initiatives for AFIT leadership and for the entire AFIT community.

- Essential qualities expected of every Director include the personal attributes of integrity, industry, cooperation, initiative, and breadth of intellectual interests.
- Travel by military or commercial transportation to gather ideas for improving the curriculum, establish research contacts and agreements, conduct research, and present results of research may be required.
- Initial appointment is under Schedule A appointing authority, Excepted Appointment Not-to-Exceed 3 years.
- At the time of the expiration of the initial appointment an employee who adequately demonstrates professional competence can be extended in increments up to 3 years or for an indefinite period.
- An initial appointment can be allowed to expire for an employee who does not adequately demonstrate professional competence.
- The appointment cannot be converted to a permanent tenure in the competitive service.
- This job is being filled by an alternative hiring process and is not in the competitive civil service. This is an Administratively Determined position in the excepted service.

Term appointment may be extended to the maximum period allowed by law without further competition. NOTE: Current federal civilian employees may apply for this position and if selected, a break in service of at least 3 days may be required prior to appointment to this position.
QUALIFICATIONS:
An advanced degree (Master's) is required by the time employment begins.
The ability to communicate clearly and expertly (in English) in both verbal and written forms concerning academic, administrative, and technical subject matters is required.
DESIRED QUALIFICATIONS:
Two or more years of experience leading institution-wide (or equivalent) programs in workforce development, talent management, and workplace climate, preferably in an academic, military, or technical environment.
Two or more years of experience teaching, delivering workshops, or conducting briefings related to workforce development, talent management, and workplace climate.
Two or more years of experience analyzing various forms of institutional data to inform policy development, preferably in an academic, military, or technical environment.
An advanced degree in Organizational Development, Social Sciences, Sociology, Human Services, Organizational Leadership, Human Relations, Management, Education or other fields with emphasis in topics relevant to workforce development, talent management, and workplace climate.
A relevant terminal degree including coursework and/or dissertation research related to workforce development, talent management, and workplace climate.
Executive level experience in program development, management and resource allocation, ideally in positions of progressively higher responsibility.
A high level of demonstrated personal initiative and leadership in significant group-oriented projects requiring creative problem solving skills.
Experience presenting and defending independent positions on complex issues to sophisticated audiences.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
