About the Position: This is a Supervisory Contracting Specialist GS-13 position with Mission Installation Contracting Command located in Fort Bliss, TX.
Duties
Gives advice/counsel/ instruction to employees on both work and administrative matters
Plans, develops, and establishes long and short-range procurement plans, milestone charts, and strategies and approaches for the overall acquisition program.
Negotiates and issues contract modifications driven by technological advances, upgraded operational requirements, and other changes characteristic of the type of contract involved.
Manages, trains, and supervises the work of the branch. Plans work to be accomplished, interprets policy and procedures, and establishes priorities.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

- Acquisition Certification in Contracting within 36 months of entrance on duty.
- A one year probationary period to assess your ability to perform supervisory duties may be required unless previously completed.

To qualifybased on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: 1) Reviewing assigned tasks through completion ensuring program objectives are met; 2) Facilitating the complete acquisition cycle for a Division which consists of pre- and post-award contracting functions using acquisition procedures and Contracting methods such as fixed price, and cost reimbursable to procure complex and non-complex supplies, services, and construction; 3) Managing the work of personnel on procurement and contracting processes and procedures; and 4) Mentoring lower-level personnel on contracting processes to support career progression.
In addition to the experience, the following Basic education requirement must be met:
Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees. (Note: You must attach a copy of your transcripts.)
OR
A current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000;OR(B) I am a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.:

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
