Eligibility Requirements
In order to be eligible for an appointment under the Pathways Recent Graduate Program you must meet the following requirements:
You must be currently enrolled in a qualifying degree program as described above AND expect to complete the degree requirements no later than June 15th, OR has completed degree requirements within the previous two years. Degree requirements include an associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution such as an accredited technical or vocational school; a 2- or 4-year college or university; a graduate or professional school (e.g., law school, medical school); or a post-secondary home school curriculum. Note: Certificate program is defined as post-secondary education in a qualifying educational institution equal to at least one academic year of full-time study that's part of an accredited college-level, technical, trade, vocational, or business school curriculum. Note: If you do not complete your degree requirements by June 15th, you will be ineligible for consideration under this program.
Veterans who were precluded from applying due to their military service obligation begin their 2-year eligibility period upon release or discharge from active duty; however, eligibility for these veterans cannot exceed 6 years from the date on which the degree or certificate was obtained. The date of release or discharge from active duty should be later than the date the degree or certificate was obtained.
Qualification Requirements
Definitions:
EXPERIENCE: One year of work experience is twelve months working full-time (at least 35-40 hours per week). Part-time experience can be pro-rated (i.e., a year at 20 hours per week is credited as 6 months of experience). If your position consisted of mixed duties, experience credit is given for the percentage of time that you spent on qualifying duties (i.e., if you held a position for 2 years, full-time, consisting of 25% personnel work and 75% budget work, and then applied for a budget position you could calculate your experience as follows: 2 yrs = 24 months. 24 months x 75% [percentage of time spent on budget duties] = 18 months of qualifying experience.)
UNDERGRADUATE EDUCATION: A year of undergraduate education is 30 semester hours, 45 quarter hours or the equivalent of college study. This education must have been obtained in an accredited college or university for which high school graduation or the equivalent was a prerequisite.
GRADUATE EDUCATION: In the absence of specific graduate program information, a year of graduate education is 18 semester hours or 27 quarter hours of graduate level college course work, or the number of credit hours the school attended has determined to represent 1 year of full time study. This education must have been obtained in an accredited college or university.
For GS-05:
Applicants must meet one of the following to qualify for the GS-5 level:
Three years of general experience, one year of which was equivalent to at least the GS-04 level in Federal service, and that demonstrates the ability to: 1) Analyze problems to identify significant factors, gather pertinent data, and recognize solutions; 2) Plan and organize work; and 3) Communicate effectively orally and in writing.

Applicants may substitute successful completion of a full 4-year course of study leading to a bachelor's degree in an accredited college or university.

For GS-07:
One year of specialized experience that equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position. To be creditable, the required specialized experience must have been equivalent to at least the GS-05 level in the Federal service. Examples of GS-5 level work include performing budget administration duties, preparing budget estimates, or preparing/analyzing budget plans and programs.

Applicants may substitute successful completion of one full year of graduate level education which provided the applicant with the knowledge, skills and abilities necessary to do the work of a Budget Analyst.

For GS-09:
Applicants must meet one of the following to qualify for the GS-9 level: One year of specialized experience in or directly related to this position that equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of this position. To be creditable, the required specialized experience must have been equivalent to at least the GS-07 level in the Federal service. Examples of GS-7 level work include assisting with: Routine and recurring budget administration duties which facilitate more complex and detailed review and analysis functions; Comparing figures in current estimates of funding needs by line item or object class with prior years expenditures; or Preparing preliminary budget estimates and reviewing justifications for program support activities.

Applicants may substitute successful completion of 2 years of progressively higher level graduate education or Master's or equivalent graduate degree (such as an LL.B or J.D). (36 semester hours, 54 quarter hours, or the equivalent).
