This incumbent serves as a Medical Care Transportation Technician in the Fire Service at the Chillicothe VA Medical Center. This Medical Center is primarily a Neuropsychiatric facility with 387 beds consisting of inpatient, Post Traumatic Stress Disorder, Substance Abuse, Nursing Home, Palliative Care, and Dementia units. There is also a Transitional Living Program on center. There are numerous outpatient visits for medical, psychiatric and geriatric clinics.
Duties
Duties include but are not limited to:
Provides Advance Life Support (ALS) transportation services to other medical care facilities throughout the state of Ohio.
Drives and operates one of the assigned ambulances to the scene of a VA Medical Centermedical emergency following predetermined routes or selecting alternate routes whennecessary.
Responds when needed on VA Medical Center fire-related emergencies for rehabilitation ortriage purposes.
Performs ambulance inspections and reports any problems associated with the vehicle tothe Assistant Fire Chief or Chief, Fire Service.
Provides non-invasive procedures following State and Federal Advanced Life Support (ALS) Paramedic protocols and in support of the attending VA Medical Center Physician.
Provides ALS treatment to patients within the pre-hospital environment and inter hospital intra-transport program.
Employ all sources of information to determine the nature of the person's illness or extent of emergency.
Performs initial and on-going focused patient assessment and physical examination to determine priority of patient care based upon initial findings.
Takes, records, and monitors patient's baseline vitals.
Attempts to ascertain whether the patient has preexisting medical problems and to obtain a comprehensive drug history from the patient.
Manages respiratory and cardiac emergencies to include performing defibrillation (AED).
Established communication with the receiving facility provides all patient information including estimated time of arrival.
Employs a variety of established emergency medical techniques, methods, and equipment to stabilize the patient for transport as soon as possible.
Prepares appropriate and relevant patient documentation and reports to ensure medical requirements are met and accurately reported.
Initiate IV infusion and administration of medications.
Trauma assessment and management, applications of bandages to wounds, amputations, and impaled objects.
Treatment of fractures and dislocations.
Work Schedule: 24 hours on, 48 hours off, Sunday through Saturday (including nights, weekends and holidays)

Physical Requirements: Work demands range from some periods of office work (walking, sitting and lifting) to strenuous periods of extended and extreme physical and mental activity. The work involves extended periods of heavy moving and lifting of patients. Generally, the work requires recurring bending, lifting, stooping, stretching, and positioning of patients, frequently under adverse conditions. The work will also require prolonged periods of driving an ambulance.
Work Environment: The work environment is varied. Work is performed both indoors and outdoors. EMS work involves frequent exposure to hazardous environments, extremes in temperature, and exposure to communicable diseases. The employee is required to comply with use of various levels of Personal Protective Equipment (PPE) and body isolation precautions.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement.
In order to be eligible for further consideration, applicant must posses:
Current, valid state Driver's License.
Cardiopulmonary Resuscitation (CPR) certification. (A copy of your certification is due with your application.)
Valid EMT/PARAMEDIC Certification with the State of Ohio or National Registry. (A copy of your certification is due with your application.)
GS-06 grade level: One year of specialized experience (equivalent to the GS-05 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes but is not limited to: completing reports and records including signatures on incidents, patients, drugs administered, equipment and supplies used, including pre-hospital patient care reports, vehicle and equipment inventory sheets and vehicle check off sheet, operating and maintaining a variety of lifesaving and rescue equipment including ambulance equipment, two-way radio equipment, telemetry equipment, and cardiac monitors, maintaining communications with hospital, medical staff, supervisors, and dispatchers concerning the patient's medical status before, during and after transport and/or to obtain further instructions regarding patient treatment and care, using and maintaining care of emergency equipment such as backboards, suction devices, AED, splints, oxygen delivery devices, and stretchers; properly disposes of biohazard materials and replaces medical and expendable supplies, experience utilizing Advanced Life Support (ALS) duties and responsibilities; communicating effectively both orally and in writing; driving and operating ambulance vehicles; performing and maintaining order and discipline in emergency and stressful situations; establishing and maintaining effective working relationships with co-workers, employees, patients, and the public. Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have completed one half year of graduate education (9 semester hours or equivalent) with a major that included courses directly related to the work of this position OR an internship in a course matter that includes courses directly related to the work of this position. (Transcript Required). OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an equivalent combination of specialized experience and education that is directly related to the work of the position. (Transcript Required)
Applicants may substitute education for the experience required for the GS-06 level.
If education is used to meet specialized experience requirements, then such education must include courses directly related to the work of the position. (When crediting education, prorate the number of hours of related courses required as a proportion of the total education to be used.)
To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-06. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position A transcript must be submitted with your application if you are basing all or part of your qualifications on education.
