This incumbent serves as a Health Technician (Paramedic) in the Fire Service at the Chillicothe VA Medical Center (CVAMC).
Duties
MAJOR DUTIES AND RESPONSIBILITIES:
The Health Technician (Paramedic) works a variable 56-hour work week. The schedule is dependent upon the needs of the VA Medical Center. The Health Technician (Paramedic) will work overtime when needed for staffing purposes.
Provides Advance Life Support (ALS) transportation services to other medical care facilities throughout the state of Ohio.
Drives and operates one of the assigned ambulances to the scene of a VA Medical Center medical emergency following predetermined routes or selecting alternate routes when necessary.
Responds when needed on VA Medical Center fire-related emergencies for rehabilitation or triage purposes.
Performs ambulance inspections and reports any problems associated with the vehicle to the Assistant Fire Chief or Chief, Fire Service.
Employ all sources of information to determine the nature of the person's illness or extent of emergency.
Performs initial and on-going focused patient assessment and physical examination to determine priority of patient care based upon initial findings.
Takes, records, and monitors patient's baseline vitals.
Attempts to ascertain whether the patient has preexisting medical problems and to obtain a comprehensive drug history from the patient.
Manages respiratory and cardiac emergencies to include performing defibrillation (AED).
Controls external bleeding with direct pressure and treats for shock. Assesses the state of hydration and coordinates with physicians, considers hypovolemic shock or other variations of shock when administrating IV fluids.
Applies oxygen therapy to personnel experiencing signs of difficulty breathing by applying a non-rebreather or nasal cannula mask.
Splints and immobilizes fractures and dislocations for transport using spine boards, traction splints, and extrication devices.
Established communication with the receiving facility provides all patient information including estimated time of arrival.
Employs a variety of established emergency medical techniques, methods, and equipment to stabilize the patient for transport as soon as possible.
Assists Advanced Life Support (ALS) including physicians and nurses.
Prepares appropriate and relevant patient documentation and reports to ensure medical requirements are met and accurately reported.
Uses and maintains care of emergency equipment such as backboards, suction devices, AED, splints, oxygen delivery devices, and stretchers; properly disposes of biohazard materials and replaces medical and expendable supplies.
Operates and maintains a variety of lifesaving and rescue equipment including ambulance equipment, two-way radio equipment, telemetry equipment, and cardiac monitors.
Completes reports and records including signatures on incidents, patients, drugs administered, equipment and supplies used, including pre-hospital patient care reports, vehicle and equipment inventory sheets and vehicle check off sheet.
Attends continuing education training to keep abreast of fire and medical technology, use of equipment and theory of emergency service. Must maintain Paramedic and Cardiopulmonary resuscitation (CPR) certification.
Performs other necessary duties assigned by the Assistant Fire Chief or Chief, Fire Services.
Work Schedule: 24 hours on/48 hours off

Physical Requirements: Work demands range from some periods of office work (walking, sitting and lifting) to strenuous periods of extended and extreme physical and mental activity. The work involves extended periods of heavy moving and lifting of patients. Generally, the work requires recurring bending, lifting, stooping, stretching, and positioning of patients, frequently under adverse conditions. The work will also require prolonged periods of driving an ambulance.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement.
GS-06 grade level: One year of specialized experience (equivalent to the GS-05 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: knowledge of Advanced Life Support (ALS) duties and responsibilities; communicating effectively both orally and in writing; driving and operating ambulance vehicles; performing and maintaining order and discipline in emergency and stressful situations; establishing and maintaining effective working relationships with co-workers, employees, patients, and the public; ability to use computer programs such as Microsoft Office (Word, Excel, PowerPoint), VISTA, and Talent Management System (TMS), etc.; OR
Applicants may substitute education for the experience required for the GS-06 level.
Completion of one half year of graduate education (9 semester hours or equivalent) with a major that included courses directly related to the work of this position OR an internship in a course matter that includes courses directly related to the work of this position. (Transcript Required); OR
Applicants may also combine education and experience to qualify at the GS-06 level.
An equivalent combination of specialized experience and education that is directly related to the work of the position. I have computed the percentage of the requirements that I meet, and the total is at least 100%. (Transcript Required)
