The Supervisory Public Affairs Specialist within the OCCA provides a full range of services in support of the OCCA communications mission and business objectives with employees and external audiences. The selectee will leverage the full suite of public affairs tools to includes press releases, public affairs guidance, websites, social media, etc. in planning, initiating and implementing comprehensive PA campaigns.
Duties
As a SUPERVISORY PUBLIC AFFAIRS SPECIALIST you will be responsible for the following duties:
*Position requires mastery of communication principles, methods, practices and techniques; analytical methods; and interpersonal relationships practices.
*Develop and oversee a comprehensive strategic and operational communications plan that identifies goals, programs, and activities to inform and educate all external and internal stakeholders regarding DCSA's missions and activities.
*Drive the communication strategy and implementation plans supporting DCSA's missions, and its business objectives with employees.
*Plan, initiate, and implement comprehensive public affairs campaigns to enhance the understanding of DCSA's programs among the general public and specialized groups.
*Implement public affairs tactics, techniques, and procedures to support and amplify the agency's priorities, missions, and organizational objectives.
*Oversee the formulation of press releases, fact sheets, talking points, speeches, employee communications, feature articles, and other materials that effectively communicates DCSA's goals to a variety of external and internal audiences.
*Review and approve the work of subordinate Communications personnel and is responsible for developing plans and programs related to agency mission efforts.
*Apply independent judgment in significantly adapting and developing communications outreach strategies and responding to press inquiries.

All U.S. Citizens who reside or currently employed in the MCB Quantico local commuting area, which includes the Virginia counties of Albemarle, Arlington, Caroline, Chesterfield, Culpeper, Fairfax, Fauquier, Greene, Hanover, Henrico, King George, Loudoun, Louisa, Madison, Orange, Prince William, Spotsylvania and Stafford Counties, and the cities of Alexandria, Fairfax, Fredericksburg, Manassas, Manassas Park, and Richmond; Maryland counties of Anne Arundel, Calvert, Charles, Frederick, Howard, Montgomery, Prince George's and Saint Mary's; District of Columbia; and all cities existing in Virginia or Maryland within the geographic area bounded by the outer boundaries of the combined areas of the aforementioned counties.
Washington, DC:
All U.S. Citizens who reside or currently employed in the Washington, DC local commuting area, which includes the entire area within the boundaries of Washington, DC; the Maryland counties of Anne Arundel, Baltimore, Calvert, Carroll, Charles, Frederick, Harford, Howard, Montgomery, Prince George's, St. Mary's, and Washington; and the city of Baltimore and all cities in the geographic area bounded by the outer boundaries of the combined areas of the counties listed above; the Virginia counties of Albemarle, Arlington, Clarke, Culpeper, Fairfax, Fauquier, Greene, King George, Loudoun, Madison, Orange, Prince William, Spotsylvania, and Stafford; and the cities of Alexandria, Fairfax, Falls Church, Fredericksburg, and all cities existing in the geographic area bounded by the outer boundaries of the combined areas of these listed Virginia counties; Adams County in Pennsylvania; Morgan, Berkeley, and Jefferson counties in West Virginia.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.
You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG-13 in the Federal service and are prepared to take on greater responsibility.
Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Demonstrated experience with production, communication and dissemination of information and ideas to inform via written, oral, and visual media; Developing and overseeing implementation of comprehensive strategic and operational communications plans that identifies goals, programs, and activities to inform and educate all external and internal stakeholders; Experience in a variety of communications techniques and methods-including both print and electronic media to convey the agency's missions and its role across the federal government and in the national defense; Planning, initiating and implementing comprehensive public affairs campaigns to include implementing public affairs tactics, techniques, and procedures to support and amplify priorities, missions, and organizational objectives; Developing press releases, fact sheets, talking points, speeches, employee communications, feature articles, and other materials that effectively communicates goals to a variety of external and internal audiences; Advising on appropriate communications strategies, goals, and objectives; Researching and providing recommendations on the use of various print, audio, and internet based media to communicate progress, events, success stories, etc.; Exercising a high degree of originality and judgment in interpreting guides where there are no precedents or guidelines on which to base or predict expected results.
