The Tomah VA Medical Center is recruiting for a Program Specialist to support the Director of Education and Training and the Registered Nurse Transition to Practice (TTP) Program Coordinator.

Duties

Major Duties: Making sound, well-informed, and objective decisions; perceiving the impact and implications of decisions; committing to action, even in uncertain situations, to accomplish organizational goals; causing change. Being thorough when performing work and conscientious about attending to detail. Setting up, maintains and monitors suspense files for follow up action on correspondence, directives, special programs, tuition programs and reports. Gathering, maintaining, or otherwise compiling statistical data for Education Department reporting requirements. Assisting with the development of the strategic plan for the RN Transition-to-Practice Program, reviewing existing programming, presenting information, analyzing program data, and providing recommendations. Overseeing administrative aspects of department programming as assigned, including class creation, scheduling, attendance recording, and evaluation administration/analysis. Maintaining accurate timekeeping schedule for the RN Transition-to-Practice in GovTA and Acustaf. Coordinating performance improvement or other special projects for the Education Department. Developing standard operating procedures to help program areas meet regulatory compliance measures. Providing advice consistent with VA, VISN, facility, and department related policies. Upon approval of recommendations, the following through to ensure changes are made to appropriate administrative and program policies. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday - Friday, 7:30 a.m. - 4:00 p.m. or 8:00 a.m. - 4:30 p.m. Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process. Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/18/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. For a G-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: GS-07 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to; assisting in processing administrative issues; acquiring and maintaining a working knowledge of relevant laws, regulations, standards, or procedures; promoting and maintaining good working relationships with key individuals or groups; monitoring, maintaining, and updating data, records, or other information; reviewing reports, documents, records, data or other information. Note: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hour worked per week.OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 1 full year of graduate level education or superior academic achievement. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. GS-09 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-07) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: assisting with preparing or analyzing budgets; interpreting and applying policies and procedures; identifying problems and developing solutions; presenting various information to leadership; and/or gathering data and preparing reports. NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Note: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hour worked per week. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's degree or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or an LL.B. or J.D., if related, that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and successfully completed graduate level education (beyond the first year or 18 semester hours) to meet total experience requirements. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required. You will be rated on the following Competencies for this position: Administration and ManagementBudget AdministrationComplianceManages and Organizes Information Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work involves no unusual physical demands. The work is often sedentary. Walking, standing, bending, and carrying of light items, such as papers, charts, reports, and files is expected.
