This position is located in the Health Administration Service (HAS) within the Tomah VAMC. The primary purpose of this position is to provide the planning, directing, and evaluation all medical administration management functions associated with Health Administration Service, while applying the principles and philosophies of medical center management and ensuring compliance with established policies.

Duties

Major Duties GS 12: Serves as full assistant to the Chief, Medical Administration Officer and is direct supervisor for MSA Supervisors, Program Specialists, and Program Analysts. Shares responsibilities with the Chief, HAS in exercising administrative control in conducting all the Service's activities. In the absence of the Chief, serves as Acting Chief. Serves as a technical liaison for HAS related matters Provides advice and guidance on HAS programs Monitors to ensure the timeliness of hard copy and/or electronic reports, and findings with subsequent trending of data Devises and implements procedures to maintain this information for research and study Develops and recommends solutions for program improvement Responsible for full compliance by each section within HAS Provides front line staff with up-to-date job training Participates in routine rounding to enhance HAS services Communicates relevant information from VISN and national conference calls to keep HAS staff informed of the latest policy and operational changes Participates in the planning, directing, and implementation of projects impacting HAS operations Assists in formulating plans and coordinating data validation activities within HAS area of responsibility Prepares verbal and written responses to inquiries and complaints of Veterans and congressional staff Assists in providing services and technical counsel necessary to meet the procedural, legal and administrative requirements relating to the care and treatment of patients Defines and applies laws relating to determination of legal eligibility May respond to subpoenas on behalf of the Director for the presentation of medical records in courts and/or other types of hearing Responsible for conducting bed utilization studies and develops information relating to bed demands Incumbent may be required to perform a 1-year supervisory probation period. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/16/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: Do you possess one (1) year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Comprehensive knowledge of the healthcare management system; knowledge and understanding of management principles, practices, methods and techniques, and skills in integrating management plans into general management of medical operations; knowledge of management analysis, resource management, human resources management, and program analysis methods; Planning, directing, and evaluating functions associated with Health Administration Service, such as providing advice and guidance in relation to issues as eligibility, scheduling, revenue, intake, insurance, coding, billing, accounts receivable and utilization review of processes - to include, purchase care (fee basis). Formulating plans and coordinating data validation within HAS; ability to implement new programs and refine and improve existing programs, independently organize, schedule, and complete assignments within the framework of the organization's policies, directives, and acceptable practices. You will be rated on the following Competencies for this position: Administration and ManagementAnalytical ReasoningCommunicationManaging Human Resources Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Physical exertion is limited to walking, climbing, stooping, bending, reaching, and occasionally driving. Sitting and manual dexterity are required to keyboard for extended periods of time in the execution of administrative duties.
