This position is located at the Tucson, AZ main campus VA Medical Center, in the Nutrition and Food Service (N&FS) department. The primary purpose of this position is to serve as the Administrative Officer (AO) for Nutrition and Food Service (N&FS) and is responsible for the Nutrition & Food Service administrative programs. The AO contributes to the definition of the Medical Center's vision, values, goals and action plans that support the Medical Center Strategic Plan.
Duties
Duties may include but are not limited to the following:
Oversees and facilitates the administrative management for Nutrition & Food Service. Independently develops, plans, issues and implements procedures to comply with directives concerning administrative matters.
Designs and implements policies and procedures to manage administrative and personnel related functions.
Participates in regular meetings with leadership and other senior members to address administrative management issues, resolve problems and provide recommendations for correcting or improving processes and programs.
Plays a key role for planning, organization development, direction, and evaluation of medical center administration, in support of the facility, VISN and VACO activities.
Takes a leadership role in maintaining and updating Nutrition & Food Service databases and shared computer drives.
Ensure that Nutrition & Food Service meets accreditation standards for JC. Assist in preparation for various visits such as JC, OIG, Long Term Care Surveyors, CARF etc.
Serves as the department ADPAC.
Serves as the Nutrition & Food Service Representative overseeing the full range of human resources requirements for the organization.
Acts as the liaison with the human resources office concerning personnel-related matters.
Administers and oversees all aspects of personnel management within the department.
Coordinates necessary processes to ensure new hires are smoothly transitioned into their respective organizations.
Acts in a confidential capacity and exercises discretion in handling and coordinating sensitive information on behalf of the Director/Chief and other management officials, to include hearing preparations; audits and investigations; disciplinary actions; attendance at management meetings where labor-management relations matters are discussed; Bargaining Unit meetings; etc.
Assists with budget formulation, justification, and execution; financial management; and financial reporting. Provides advice to management and program personnel on budgetary and finance issues.
Manages budget formulation and execution for a changing budget of administrative expenses involving different funding sources.
The position aids in the management of procurement for Nutrition & Food Service. This may include preparing procurement requests, evaluating proposals for work, maintaining procurement records.
Work Schedule: Monday through Friday 8:00am to 4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/21/2024.
Preferred Experience:
Experience with Microsoft Office Applications, Budgeting and Financial Management, and Procurement of Supplies and Equipment.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:
Specialized Experience GS-07: In addition to meeting time in grade; You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: contributing to policy and SOP creation and/or updates, assisting Human Resources and hiring managers to compile documents needed for hiring and personnel actions, and assisting in the creation and management of the budget in assigned program areas. Or 1 full year of graduate level education or superior academic achievement (GPA 3.5)
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 for the GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Applying tools and techniques for gathering, analyzing and reporting data on administrative programs; evaluating service and fiscal projection, workload, workflow; providing administrative support functions such as budget, personnel, procurement of supplies and equipment; applying health care management principles to complex problem-solving; preparing projects and staff reports; organize and delivering briefings.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree.

Physical Requirements:
The work is performed in a typical office setting, requiring the use of normal safety precautions necessary for an office environment. The work area is adequately lighted, heated and ventilated.
