The employee of this position serves as a Special Assistant to the Chief Operating Officer (COO). The employee, using his/her practical knowledge of hospital operations, medical terminology and Federal administrative procedures and policies assists the COO with a variety of administrative duties that contribute to the effective and efficient management of the Clinical Center.

Duties

As a GS-0301-12 Staff Assistant, your duties may include but are not limited to the following: Serving as a representative for the office on all matters related to implementation of policy, plans, and programs. Directing and implementing administrative functions for the office. Keeping your supervisor fully informed of current conditions throughout the organization and taking appropriate action to ensure that administrative activities are properly implemented. Analyzing organizational programs and activities through review of reports and initiating or recommending action to correct problems and improve programs. Reviewing and making recommendations on new or changed programs and plans; and formulating and proposing plans, programs and policies to ensure proper and consistent implementation of the organization's goals and objectives. Establishing and implementing standards for the efficient operation of the office. Developing short and long term plans for the office, setting priorities, and establishing work requirements. Assigning administrative work based on priorities and personnel availability. Exercising responsibility for internal document control management. The incumbent is under closer supervision and receives more detailed instructions at GS-11 level. As the incumbent progresses, the amount of supervision will gradually be reduced. This position has a full performance level of GS-12.

Requirements

Qualifications

In order to qualify for a Staff Assistant, GS-0301 position at the GS-11 level, you must have: A. completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree or an LL.M., if related; OR B. 1 year of specialized experience equivalent to at least the GS-09 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: analyzing administrative problems, developing recommendations, and synthesizing the data into reports or briefings; implementing administrative functions for an office; and coordinating with internal and external stakeholders on administrative matters of interest; OR C. a combination of post baccalaureate education related to the position and experience that meets 100% of the qualification requirements for this position. In order to qualify for a Staff Assistant GS-0301 position at the GS-12 level, you must have 1 year of specialized experience equivalent to at least the GS-11 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: assigning administrative work to staff and providing direction on administrative assignments; monitoring the status of sensitive issues, special concerns and projects for the office; serving as an office/organizational representative to internal and external stakeholders on issues regarding administrative plans, goals and objectives; and analyzing and evaluating internal administrative policies, procedures and processes.
