This position is located in the Executive Office of the Bureau of Global Talent Management (GTM/EX/HR). This position is for a Lead Human Resources Specialist who manages the day-to-day activities of a team of HR professionals responsible for providing a comprehensive, customer-focused program of HR management services that ensure the Bureau is adequately staffed at all times with highly skilled/motivated employees capable of effectively meeting the Bureau’s mission requirements.
Duties
Develops and reviews new or revised Department and GTM policies, procedures, and regulations which includes sensitive and/or Secret classified information and/or documents.
Advises management on recruitment strategies, sources and special programs which emphasize affirmative action in staffing positions.
Leads permanent and ad hoc teams in planning, developing, and publishing policy/guidance concerning significant issues in the HR management evaluation area.
Coordinates and initiates personnel actions processing for Bureau employees at all levels, in all employee
categories.
Requirements

- Incumbent will be subject to random drug testing.
- Must be able to obtain and maintain a Secret security clearance.
Qualifications

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5 CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience providing management consultative service involving the full spectrum of HR functions (e.g., recruitment and placement, position classification, employee performance and conduct issues, etc.);
Experience leading a team on special projects or studies of considerable scope and depth critical to the resolution of operating issues and problems;
Experience interpreting complex legislative, regulatory, and policy guidance to prepare study recommendations for management.
There is no substitute of education for specialized experience for the GS-14 position.
