The National Center for Advancing Translational Sciences (NCATS), Office of Administrative Management (OAM) seeks a Supervisory Program Specialist to manage, coordinate, and monitor space and facilities programs and services for NCATS.

Duties

Supervises and directs the operations by planning and assigning work to staff based on management priorities, employee capabilities, and schedules within NCATS. Develops organizational guidelines, policies and standard operation procedures and makes major recommendations concerning NCATS space and facilities programs and services. Exercises responsibility for all aspects of NCATS space and facility operations and management including maintenance, renovations, and construction services. Provides project management expertise on a broad range of high-priority, cross-cutting, difficult, and complex projects of significance in diverse areas related to the center’s mission. Builds relationships with other NCATS and NIH offices to develop and provide a superior level of customer service for programs and services. Represents NCATS at NIH meetings where program-related issues are discussed and serves as focal point of contact. Defends requests, negotiates for resources, and develops and administers approved annual operating budgets. Allocates approved resources and accounts for their effective use. Coordinates and oversees continuity of operations planning (COOP) and emergency response programs and activities for NCATS.

Requirements

  • U.S. Citizenship requirement or proof of being a U.S. National must be met by closing date.

  • Males born after December 31, 1959 must be registered with the Selective Service.

Qualifications

You qualify at the GS-14 level, if you meet one of the following qualification requirements: You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-13 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: overseeing and supervising employee relations advice and services; providing strategic guidance to senior level officials on a wide range of complex administrative procedures and performance; developing standards/policies/procedures for an organization; providing leadership for coordinating, managing and evaluating performance and engagement programs, policies, operations and activities; managing performance and engagement activities; and providing expert advice and counsel to leadership.
