This position is within the Refugee, Asylum & International Operations (RAIO), International & Refugee Affairs Division (IRAD), Refugee & International Operations (RIO), International Operations. Supervisory Immigration Services Officer manage staff adjudicating humanitarian immigration cases; issue discretionary determinations; and conduct independent research.

Duties

Serve as a Supervisory Immigration Services Officer within Refugee and International Operations (RIO), International Operations (IOP) domestic office to provide and oversee efficient delivery of humanitarian immigration benefits and other services. Supervise and evaluate staff that make determinations on requests for humanitarian immigration benefits. Assign work and conduct supervisory reviews to ensure that benefits and services are being granted appropriately and that quality adjudications and administrative processing is achieved and maintained. Advise and plan work to be completed by staff, set and adjust short and long-term training priorities, and set target dates for work completion based on priorities and complexity of work assignments. Identify developing training needs of employees; provide or arrange for needed development and training; and/or identify ways to improve productivity, promote team building, and improve operational practices. Prepare plans, reports, and analyses of operations to include reviewing individual and program performance and taking action to ensure compliance with established procedures goals, standards, and objectives. Represent the district, division, directorate and agency in various capacities to promote the agency's mission.

The qualifications for this position must be met by 11:59 PM (Eastern Time) on 03/20/2024. Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 03/20/2024. GS-13: You qualify at the GS-13 level if you possess one (1) year of specialized experience equivalent to the GS-12 grade level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties: Making final determinations or supervisory concurrence on complex and sensitive immigration benefits cases that are discretionary, have high visibility or of great importance to the agency; Analyzing and implementing new immigration benefits regulations, complex technical amendments or procedures for making final determinations on applications for humanitarian immigration benefits; Developing humanitarian immigration guidance, standards, policies and procedures; and Coordinating with law enforcement, intelligence community partners, or other agencies on matters relevant to national security and public safety. Education

EDUCATIONAL SUBSTITUTION: There is no educational substitution at this grade level.

Training: If you have not already done so, you will be required to attend the residential, paid RAIO Combined Training course and the Division-specific course(s) that relate to this position, at a USCIS training facility. These courses will last approximately seven weeks, and may, in some cases depending on the position, last up to eleven weeks. In addition, if you have not already done so, you may be required to attend the residential, paid BASIC Immigration Officer training program, lasting approximately six weeks, at a USCIS training facility. The trainings must be completed successfully according to the standards of the agency. Failure to do so will be grounds for mandatory removal from the position. Such failure will result in either reassignment to a different position, demotion, or separation by appropriate procedures.
