This position resides in the Counterintelligence Programs Division (CPD), Intelligence Enterprise Operations Program Office (IEPO), Principal Deputy Under Secretary for Intelligence and Analysis (PDUSIA), Office of Intelligence of Analysis (I&A), Department of Homeland Security (DHS).
Duties
Incumbent will serve as the senior DHS representative to the National Counterintelligence Task Force (NCITF). The incumbent must be an experienced, senior Counterintelligence Officer with significant Counterintelligence-related subject matter expertise to identify, understand, deter, counter, and guard against intelligence or other activities by Foreign Intelligence Entities (FIE) that threaten or otherwise affect the Department or national security. The incumber must possess strong liaison skills and have a strong ability to communicate with and across senior Intelligence and Law Enforcement members and teams.

Requirements
- Must be able to obtain/maintain a TS/SCI Security Clearance.
- This is a Testing Designated Position (TDP) and is covered by the Department of Homeland Security Headquarters Drug-Free Workplace Program.
- Must be a U.S. Citizen.
- Overtime may be required in response to a significant event.
- Overnight Travel of 1-5 nights per month may be required.
- Relocation expenses are not authorized.
- Individual must sign a Mobility Agreement.
- Incumbent is subject to polygraph examination, if required.
- Employee may be deemed an essential employee and may perform “exempt” activities during a lapse in government appropriations.
- Employee must be a credentialed CI Officer.
Qualifications
Specialized Experience: For GS-15, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal services to perform duties such as detecting, deterring, neutralizing and exploiting FIE activities directed against the DHS.
You must have one year of specialized experience that has provided the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position.
Such experience could be gained from:
Serving as the subject matter expert for an organization in all Counterintelligence matters.
Serving as a team lead or supervisor, managing support of Counterintelligence Officers, reporting and investigating.
Instructor or mentor in developing and delivering learning both as formal classroom training and as a facilitator and mentor.
The competencies or knowledge, skills, and abilities needed to perform this job are:
Expert knowledge of Counterintelligence, FIE threats, as applied to Counterintelligence operations, investigations, and functional activities.
Expert understanding of the mission, function, programs and relationships across and between the DHS IE organizations and in the Intelligence Community (IC) to resolve Counterintelligence-related issues and concern including those generated by, or of potential interest.
Mastery in the application of judgment and tact to successfully interact with high level technical and management personnel in connection with a variety of complex problems and issues.
Demonstrated mastery level expertise and experience in providing authoritative guidance to government organizations to achieve high levels of operational success.
Expert-level knowledge of the principles of intelligence operations as well as FIE tactics, techniques and procedures in order to gather, analyze and evaluate intelligence information.

Substitution of education in lieu of specialized experience may not be used for this grade level
