This position is located in the Nutrition and Food Services Department as the Budget Technician to the Service Chief within the Central Virginia Health Care System at the Richmond VA Medical Center in Richmond, Virginia.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** This position is located in the Nutrition and Food Services Department as the Budget Technician to the Administrative Officer. The primary purpose of the position is to perform a wide range of clerical and technician work supporting budget analysis and administration. The Budget Technician is responsible for purchasing food, equipment, supplies, and services; providing cost accounting and budgetary statistics; and preparing reports that indicate status of funds for subsistence and supplies for Nutrition and Food Services. Major duties and responsibilities will include: Developing and monitoring resources and making recommendations to the service regarding needs, distribution, or redistribution of these resources; Administering a budget for several fund control points; Serving as the budget and financial advisor for the Chief or designee; Developing, formulating, and providing all essential data for the annual budget forecast based on studies of past expenditures, knowledge of Nutrition and Food Service requirements, program plans, and workload forecasts; Tracking all expenditures and comparing with budgeted, projected and on-hand inventories; Maintaining budget control records and assures funds are used in accordance with the operating budget; Reviewing fund requests from staff for adequacy, completeness, and conformance with procedural and technical requirements; Ensuring funds are used according to operating plan and regulations; Advising on the status and availability of funds; Processing all vouchers with the appropriate office and carrying out any needed follow-up, including travel vouchers for all service staff and vouchers for payment; Establishing and maintaining a procurement system for expendable supplies and equipment to address the needs of the Service in meeting overall and individual objectives; Reviewing and submitting the appropriate forms for the funding of purchase orders; Assisting with the review and submission of other office requests for supplies, equipment, services and other needs as directed by the Chief or designee; Applying administrative rules, regulations, and procedures associated with recording, reporting, processing, and keeping track of budgetary transactions such as credit, receipt, transfer, allotment, withdrawal, obligation or outlay of funds; Maintaining various reports and using designated ledgers to account for cost accounting operations; Compiling, consolidating, checking and arranging funding data in requests to cover projected annual operating expenses; Preparing required documentation to resolve discrepancies with cost reports, budget analysis or other service-related needs; Preparing correspondence and performing other general clerical duties; Performing related duties as required. SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience that has equipped them with the particular knowledge, skills, and abilities to successfully perform the duties of this position. To be creditable, experience must have been equivalent the GS-05 grade level in the Federal service. Specialized experience includes: administering and maintaining budgets; knowledge of budgets and purchasing requests; entering and tracking information; performing clerical duties in support of finance or accounting operations; and preparing correspondence. This experience must be detailed in your resume to receive credit. You will be rated on the following Competencies as part of the assessment questionnaire for this position: Client OrientationIdentity ManagementIncident ManagementPlan and organize work IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements/Work Environment: The work is primarily sedentary but occasionally requires the carrying of light objects such as files, books, and papers. Work involves bending, stooping, standing, walking, carrying less than 15 pounds and using a computer terminal. Work is performed in an adequately climate-controlled office setting.
