This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Perform a broad range of studies in areas relating to cost, statistical, operational, and economic analysis of information technology (IT) initiatives, programs, and requirements. Position is located in the Pentagon, Arlington, VA.
Duties
Utilize data analysis platforms (e.g. R, Python, Tableau, MS Excel) to enable cost estimating and decision support methods, innovations, and incentives to all stages of the Planning Programming Budgeting and Execution (PPBE) processes.
Provide technical expertise on concepts, methodology, and analysis techniques relating to application and performance of analysis at Headquarters, Department of Army (HQDA).
Prepare oral and written reports and presentations and frequently briefs analyses to middle and top management within the Chief Information Officer (CIO).
Establish a focal point for specific IT-related cost factors, performing cost-estimating analysis and representing the CIO when making recommendations for their development or improvement.
Support IT program analysts within the Army IT community to ensure that on-going cost and economic reviews support PPBE-related products and analyses.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Secret security clearance.
- May be required to travel outside the Washington, DC metropolitan area up to 10 percent of the time. While most travel includes frequent short trips, occasional long trips may occur.
- One year trial/probationary period may be required.

Basic Requirement for Operations Research Analyst:
Degree: Bachelor's degree (or higher degree) in operations research; or a degree with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. - NOTE: Transcripts are required.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes 1) utilizing a wide range of methods and techniques used in data analysis studies to recommend those suitable for producing explicit findings and evaluations; 2) providing technical advice to senior subject matter specialists and officials responsible for broad program operations; and 3) planning major developmental studies sufficient to significant and innovative recommendations for advancing programs and/or methods. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13) or industry equivalent.
Education
