The primary purpose of this position is to serve as Director of the Air Force's History and Museums Program as well as exercise second level supervisory and managerial authorities.
Duties
Serves as the Director of the Air Force History and Museums Program, organizing, and overseeing the activities of the Air Force History and Museums Program.
Exercises supervisory personnel management responsibilities.
Represents Air Force History and Museums Program in interagency, academic, and public forums with full authority to accomplish critical research and analysis efforts for the Air Staff and Secretariat as well as internal studies and evaluations.
Policy Development and Advice. Develops policy for the Air Force field history and museum program.
Serves as the Air Force History and Museums Program Career Field Manager (CFM) and Functional Manager IAW the guidelines set forth in AFI 36-3640.

- The incumbent must have an appreciation of history and the ability to lead and manage the program. A master’s degree in history or related field of study or equivalent experience is highly desirable.
- Advanced degree in history highly desirable
- Demonstrated experience as a manager in a history program or its equivalent
- Demonstrated skill in dealing with the Air Force senior leadership
- This is a Centrally Managed Position in the 0170 Series, History Field. DNRP is authorized.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, Series 0170 in conjunction with the Individual Occupational Requirements.
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
Degree: History; or related field that included at least 18 semester hours in history

Combination of education and experience: Courses equivalent to a major in History, or a major in a related field that included at least 18 semester hours in History, as shown above, plus appropriate experience or additional education. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Examples of specialized experience includes 1) Providing knowledge of professional historical principles, concepts, methodology, and techniques including historical and organizational research. 2) Applying knowledge of safety and security regulations, practices, and procedures. 3) Planning, organizing, and directing the functions and mentoring, motivating, and appraising the staff of an organization through subordinate supervisors. 4) Analyzing, planning, and adjusting work operations of one or more organizational segments to meet program requirements and objectives within available resources. 5) Using knowledge of AEF processes and policies involving management of personnel to include posturing, scheduling, and temporary assignment of personnel. 6) Applying knowledge of and experience with training policy, course formulation, and administration. 7) Applying knowledge of manpower requirements, force management policies, force development concepts and implementation, and DoD General Schedule system. 8) Working with other activities and organizations within the headquarters level of a very large organization. 9) Developing and implementing of formal training programs. 10) Providing knowledge of civilian and military administrative, manpower, personnel, and planning procedures. 11) Planning and conducting conferences, senior level meetings, and policy working groups. 12) Communicating orally and in writing.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Mastery Knowledge of professional historical principles, concepts, methodology, and techniques including historical and organizational research. Knowledge of and skill in the development and implementation of formal training programs.
2. Knowledge of safety and security regulations, practices, and procedures. Extensive knowledge of and experience with training policy, course formulation, and administration.
3. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors. Knowledge of civilian and military administrative, manpower, personnel and planning procedures.
4. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. Skill in planning and conduct of conferences, senior level meetings, and policy working groups.
5. Ability to communicate both orally and in writing. Extensive knowledge of federal personnel policy and programs. This knowledge includes but is not limited to manpower requirements, force management policies, Force Development Concepts and Implementation, and DoD General Schedule system.
6. Extensive knowledge of AEF processes and policies involving management of personnel to include posturing, scheduling, and temporary assignment of personnel. Extensive knowledge of and experience working with other activities and organizations within the headquarters level of a very large organization.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
