THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a GS-2210-13 SUPERVISORY IT SPECIALIST (PLCYPLN) (TITLE 5), Position Description Number T5234000 in SPMD 122E and is part of the MO Directorate of Information Management. APPOINTMENT FACTORS: This is a Permanent Title 5 Excepted Service position. This is a non-bargaining position.

Duties

Plans, organizes, and directs the activities of the organization, ensuring that the advice and assistance provided complies with legal and regulatory requirements and meets customer needs. Develops goals and objectives that integrate organization and overall C4 program objectives. Researches, interprets, analyzes and applies applicable C4 guidelines, policies and objectives. Establishes policies and procedures for accomplishment of the organization’s C4 mission. Plans and schedules work in a manner that promotes a smooth flow and even distribution. Identifies need for changes in priorities and takes action to implement such changes. Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules. Assigns work to subordinate employees based on organization priorities and consideration of difficulty and requirements of assignments such as experience, training, and abilities of staff to meet organization and customer needs. Balances workload and provides advice, guidance, and direction on a wide range of technical and administrative issues. Identifies requirements and initiates requests for additional resources including personnel, overtime, equipment, supplies, and space to ensure success in meeting goals and objectives. Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and EEO and diversity objectives. Develops, modifies, and/or interprets performance standards; and explains performance expectations to employees and provides regular feedback on strengths and weaknesses. Hears and resolves employee complaints and refers serious unresolved complaints to higher-level management. Initiates action to correct performance or conduct problems and effects minor disciplinary measures such as warnings and reprimands and recommends action in more serious disciplinary matters, and prepares documentation to support actions taken. Demonstrates sensitivity to ideas of subordinates and promotes an environment in which employees are empowered to participate in and contribute to effective mission accomplishment. Identifies the need for special projects and initiates milestones and goals; and evaluates reports by analyzing facts and performing appropriate research and prepares detailed responses. Determines appropriate recommendations for unresolved or questionable problems and performs follow-up. Performs other duties as assigned.

Qualifications

GS-13 SPECIALIZED EXPERIENCE: Mustpossess at least one year of specialized experience at or equivalent to the GS-12 grade level in the Federal service or equivalent experience in the private or public sector that demonstrates thorough knowledge and ability to supervise and manage a large information management program which encompasses command, control, communications and computers (C4) functions; and experience providing advice, counseling and/or instruction to subordinate employees involving complex, diversified activities, functions and services. The specialized experience must also indicate your ability to identify changes in organizational priorities, revise policies and procedures to improve quality, timeliness, and efficiency of work; assign work to subordinate employees, and coordinate with other information management organization managers and customers. Must possess Cyber Command Readiness Inspection (CCRI) knowledge and experience; and Garrison and Tactical Communications knowledge. Must be able to lift 50 pounds or more. DOD Information Awareness Certification Requirements: Incumbent must possess or be able to obtain and maintain certifications per DoD Directive 8570.1-M, AR 25-2, and as detailed in the Information Assurance (IA) Training and Certification Best Business Practice (BBP). Failure to satisfactorily obtain and maintain required certifications in accordance with the listed publications are grounds for termination. Selectee is required to satisfactorily complete the appropriate training and obtain the required certification/recertification for this position as outlined in DoD Publication 8570.01-M, Information Assurance Workforce Improvement Program, dated 19 December 2005 (incorporating Change 1 dated 15 May 2008).
