This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Responsible for the development of specific IT plans and policies for the geographic Combatant Commander's communications team (GC3T), Communication Systems Directorate, USSOUTHCOM, Miami, Florida.
Duties
Direct the daily activities of a geographic Combatant Commander's (CCDR) communications team.
Coordinate operational and programmatic issues in support of a CCDR's command, control, communications, computers, and cyber systems (C4/cyber) requirements on a 24/7 basis in the CCDR's residence, in garrison, and during all deployment travel.
Review and appraise existing operating methods, practices, and procedures to detect operating deficiencies, inefficiencies, or unfavorable trends with responsibility for recommending adaptable solutions to achieve desired goals and objectives.
Lead, plan, coordinate, and execute all strategic actions supporting the integration of multiple enclave connections while deployed or away from the base or office.
Oversee required troubleshooting functions in the GC3T office and provide guidance for troubleshooting support to the deployed teams.
Review and approve all required specifications for outside procurement and may act as project officer, exercising technical control over the procurement action.
Provide leadership, guidance, and technical expertise in the acquisition and testing stages of expansion/upgrade of the GC3T segment of the command's network infrastructure.
Interact with other organizations and GC3Ts regarding current and evolving technologies for senior-level communication teams.
Ensure that the organization's strategic plan, mission, vision, and values are communicated to the team and integrated into the team's strategies, goals, objectives, work plans, and work products and services.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Top-Secret Security clearance.
- This position is covered by the Civilian Drug Abuse Testing Program. Incumbent is required to sign a DA Form 5019-R "Condition of Employment for certain civilian positions identified as critical under the drug abuse testing program".
- Must complete training and obtain the required certification/recertification as outlined in DoDM 8140.03, Cyberspace Workforce Qualification and Management Program, dtd. 15 Feb 2023 or additional guidance within 6 months of assignment.
- Must be willing and able to perform duties after normal duty hours, on weekends, and on holidays.
- Must maintain a valid driver's license and operate a Government vehicle.
- Temporary Duty Travel (TDY) appr. up to 15% of the time away from home station.

Specialized Experience: One year of specialized experience with includes 1) Accomplish technical, analytical, and advisory functions relating to multifaceted IT problems, projects, and processes that support computer hardware, systems software, and network security and architecture; 2) Evaluate the impact of proposed standards on existing procedures and develop viable solutions; 3) Communicate in writing and orally to convey goals, objectives, and guidance on IT issues; and 4) Coordinate team initiatives to meet goals and expectations AND/OR serve as a coach/mentor to other team members AND/OR provide guidance to team members on IT-related procedures, policies, and directives.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
