This position is located in the Department of Homeland Security (DHS), United States Coast Guard (USCG), Commandant, Vice Commandant, Deputy Commandant for Operations, Commercial Regulations & Standards Directorate, Marine Safety Center (MSC), Washington, DC. 

Duties

You will serve as a Contract Support Specialist at the MSC, responsible for providing functions and services to the MSC for all aspects of financial management for a budget of approximately $1 million, including budget development and execution, procurement, oversight, and analysis of contracts. You will also serve as the unit’s Contracting Officer’s Representative (COR) for MSC’s contracts, and monitor, analyze and evaluate a variety of MSC financial services such as purchases, travel, budget, and to formulate and recommend improvements in the efficiency and effectiveness of these financial functions.

Qualifications

To qualify at the GS-11 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-09 grade level in the federal sector.  Specialized experience may include the following: Preparing procurement packages and ensuring they are accurate, complete and timely; Utilizing financial software and systems to monitor and review financial data located in multiple/different data systems, coordinating the data to provide a solid status of financial commitments, obligations, expenditures, and reports; Establishing and operating automated financial reporting systems and advising and providing solutions to program managers; Interpreting and applying procurement and financial laws, policies, regulations, business processes applicable to contract administration; Communicating with internal and external stakeholders (e.g. executives/senior level management, vendors, contracting officers).  OR Applicants may substitute successful completion of 3 years of progressively higher level graduate education leading to such a degree or Ph.D. or equivalent graduate degree (such as an LL.M, if related). OR A combination of appropriate specialized experience (as described above) and graduate education (as described above) that is beyond the second year of progressive graduate study to meet the qualification requirements. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule, C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
