This position is located in Department of Homeland Security, United States Coast Guard, Training Center Petaluma, Facilities Engineering, Maintenance Branch, Petaluma, CA.
Duties
The incumbent serves as Chief Plant Operator of the wastewater treatment plant with a peak wet weather flow of 3.036 million gallons per day (MGD), and an average dry weather flow of 0.197 MGD, with secondary and tertiary treatment and discharge. Incumbent has responsibility for the overall operations of the plant, including compliance with the North Coast Regional Water Quality Control Board Waste Discharge/Reclamation Requirements. Oversees supplemental potable water treatment of 44 million gallons annually as well as distribution.

Qualifications
To qualify at the GS 11 level - Applicants have at least 1 year of specialized experience equivalent to a GS-09 level. Examples of qualifying specialized experience include:
Knowledge of primary, secondary and tertiary water treatment and distribution systems, chlorination and fluoridation treatment processes.
Monitoring operations of potable water and sampling procedures.
Knowledge of SCADA systems.
Skill in programing, monitoring and managing wastewater treatment plant systems.
Knowledge of agronomic practices, irrigation plans, tertiary treated waste discharge and storage capacity to include infiltration and inflow to wastewater collection systems.
Understand and operate irrigation control systems such as "Toro".
Ability to operate a belt filter press and sludge drying beds.
Developing standard procedures for operation and maintenance.
Writing scope of work for proper removal and disposal of biosolids from facility.

Note: Highly desirable applicants possess a valid wastewater treatment operator certificate of at least a grade 3 and a Water Treatment 1 and Water Distribution Grade 1 certificate.

Student Loan Incentive: Selectee(s) for this position who are newly appointed to a permanent or term position may be eligible for student loan repayment up to $10,000 (pre-tax) for one calendar year.
