The position is located in the Office of Equal Employment Opportunity (Office of EEO), at the U.S. International Trade Commission in Washington, DC. The Office of EEO's mission is to utilize proactive, strategic, and comprehensive measures to advise the USITC's Chair and the USITC workforce on EEO laws, regulations, policies, procedures, and programs.

Duties

The Office of EEO's vision is for the USITC to serve as a model EEO workplace, where EEO, diversity, equity, inclusion, and accessibility (DEIA) are core to all USITC employment decisions, employment practices, and employment strategies. If selected for this Attorney Advisor (EEO) position, you will join a team responsible for managing the Agency's EEO Program and policies, and advising the Agency's workforce on all EEO issues, including EEO issues that overlap with the Agency's DEIA Program. The USITC welcomes applications from qualified individuals of all backgrounds. Typical duties include: Serving as the Attorney Advisor for the Office of Equal Employment Opportunity (Office of EEO) developing strategies for a given issue, conducting research, and presenting the conclusions of the research. The conclusions of the research may be presented to the Office of EEO Director, USITC staff, senior USITC officials, and Commissioners. Working as part of a team addressing EEO issues and projects. Conducting legal research on EEO issues, determining what facts or legal issues are relevant, and determining, in conjunction with the Office of EEO Director, the legal conclusion based upon the facts and the relevant legal authorities. Monitoring and evaluating the USITC's EEO Program for compliance with the U.S. Equal Employment Opportunity Commission's (EEOC) laws, regulations, directives, and sub-regulatory guidance regarding federal sector EEO. Drafting letters, memoranda, and legal documents addressing a variety of sensitive issues before or after these issues arise in the federal sector EEO complaint process. Conducting EEO investigations and inquiries to obtain facts and information for a complete and thorough Report of Investigation (ROI). And drafting the ROI related to formal EEO complaints to ensure that appropriate and impartial records are compiled so that a fact-finder may make legal and factual determinations, as necessary. Working as part of the Office of EEO's team to draft annual EEO reports, and analyze agency personnel data, policies, and practices for barriers to equal employment. Providing support and guidance for EEO projects, events, workshops, strategies, initiatives, and employee engagement efforts, including those that overlap with the USITC's DEIA Program. The employee may be required to serve a 2-year probationary period. Career ladder promotions are not guaranteed or automatic. Progressing to the higher grade level depends upon various factors, including the individual demonstrating the ability to perform higher level work, the hiring office's need for an employee in this position at the higher grade level, satisfying all applicable eligibility and qualifications required for the higher grade, and receiving applicable administrative approval(s).

Qualifications

Applicants must meet all of the qualification requirements, including education and any selective placement factors described below by the closing date of this announcement. Education may only be substituted in accordance with the Office of Personnel Management (OPM) Qualification Standards Handbook. Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order to be credited towards qualifications. Applicants must have the general and specialized experience outlined below which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. To be hired as an Attorney with us, you must: possess at least a Bachelor of Laws (LL.B) degree or a Juris Doctor (J.D.) degree from a law school accredited by the American Bar Association; AND currently be a member in good standing of the Bar of a state or territory of the United States, the District of Columbia, or the Commonwealth of Puerto Rico. IN ADDITION to meeting the requirements above, you must meet the specific and/or specialized experience below: BASIC REQUIREMENT To Qualify for the GS-13: You must have earned a professional law degree (J.D. or LL.B.) from a law school accredited by the American Bar Association, be an active member of the BAR, and have three (3) years of professional legal experience with at least one year being equivalent to the GS-12 grade this specialized experience should include the following: (1) demonstrated research and analytical ability regarding federal EEO laws, EEOC regulations, and the EEOC's sub-regulatory guidance; (2) strong oral and written communication skills; and experience with EEO work;(3)experience evaluating EEO programs and providing recommendations and legal advice for improvement, in compliance with applicable regulatory and statutory requirements and guidance; (4) experience analyzing, monitoring and evaluating EEO complaints to identify problem areas and develop employment dispute resolution strategies. To Qualify for the GS-14: You must have earned a professional law degree (J.D. or LL.B.) from a law school accredited by the American Bar Association, be an active member of the BAR, and have four (4) years of professional legal experience with at least one year being equivalent to the GS-13 grade level this specialized experience should include the following: (1) demonstrated research and analytical ability regarding federal EEO laws, EEOC regulations, and the EEOC's sub-regulatory guidance; (2) strong oral and written communication skills; (3) experience evaluating EEO programs and providing recommendations and legal advice for improvement, in compliance with applicable regulatory and statutory requirements and guidance; (4)experience analyzing, monitoring and evaluating EEO complaints to identify problem areas and develop employment dispute resolution strategies; (5) experience identifying institutional and systemic EEO and DEIA problems, complaint trends, organizational reviews, and workforce analyses to address, analyze and provide advice on solutions to issues that are identified.

Education

All applicants must possess a first professional law degree: J.D. or LL.B from an American Bar Association Law School, or equivalent training. Equivalent training is training permitted in some states in lieu of attendance at a law school. To be acceptable, this training must be of the kind and nature required by the state in which the bar exam is taken.
