This vacancy is for a International Trade Specialist (Pathways Recent Graduate) in the International Trade Administration within the Department of Commerce. Duties

As a International Trade Specialist (Pathways Recent Graduate), you will have the opportunity to participate as a Pathways Recent Graduate in entry-level developmental duties that includes: U.S. export facilitation, foreign direct investment promotion, trade promotion through trade-policy analysis, the resolution of trade barriers, and negotiations, and associated functions that address businesses, industries, and/or markets critical to U.S. business, investment, and trade priorities and objectives. Participates with senior specialists in making recommendations on trade issues, policy positions, or negotiating strategies, and developing and disseminating trade information to U.S. businesses or associations. Incumbents operate in a dynamic domestic and international business environment requiring dedicated effort to sustain expertise, to collaborate, and to maximize the benefits to all U.S. business interests. This Job Opportunity Announcement may be used to fill other International Trade Specialist (Pathways Recent Graduate) GS-1140-7/9 positions within the Department of Commerce in the same geographical location with the same qualifications and specialized experience.

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. This handbook is available on the Office of Personnel Management's website located at: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/ Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. Applications can be accepted from students who expect to complete qualifying education within 9 months from the date of application. However, the education must be successfully completed before the applicant can be appointed to a position. To qualify at the GS-07 level: You must meet one of the below requirements: A. SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of experience equivalent to the GS-05 in the Federal service. Specialized experience is defined as: Researching trade data. Experience analyzing trade policy. Experience preparing memos, oral briefs, and/or white papers on trade policy positions and priorities. -OR- B. EDUCATION: One year of graduate-level education in a field of study such as international policy, international commerce, international management, intercultural relations, international development, global economy, government and foreign affairs, international business, international trade, international economics, international affairs, international relations, or other related fields of study. -OR- Superior Academic Achievement bachelor's or equivalent degree in a related field such as global business management, global public policy, international finance, business administration, textile and apparel studies, political science, economics, marketing, international trade, international business, international affairs, international relations, international economics, or other related fields of study from an accredited college or university; with Superior Academic Achievement (S.A.A.) which is based on class standing, grade-point average, or honor society membership (S.A.A information below). 1. Class standing -- Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses. 2. Grade-point average (G.P.A.) -- Applicants must have a grade-point average of: 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2years of the curriculum. 3. Election to membership in a national scholastic honor society -- Applicants can be considered eligible based on membership in one of the national scholastic honor societies recognized by the Association of College Honor Societies. Membership in a freshman honor society cannot be used to meet the requirements of this provision. -OR- C. COMBINATION OF EDUCATION AND EXPERIENCE: Possess equivalent combinations of successfully completed graduate level education and experience to meet the total qualification requirements. Note: Only graduate level education is creditable in combination with experience. To qualify at the GS-09 level: You must meet one of the below requirements: A. SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-07 in the Federal service. Specialized experience is defined as: Managing client or customer relations; experience researching trade data, experience analyzing trade policy, experience preparing memos, oral briefs, and/or white papers on trade policy positions and priorities. -OR- B. EDUCATION: A Master's degree or 2 full years of progressively higher-level graduate education leading to such a degree OR LL.B or J.D., if related to the Major study -- international policy, international commerce, international management, intercultural relations, international development, global economy, government and foreign affairs, international business, international trade, international economics, international affairs, international relations, or other related fields of study. -OR- C. COMBINATION OF EDUCATION AND EXPERIENCE: A combination of related graduate level education and specialized experience. Note: Only graduate education in excess of one year is qualifying for combination. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
