This position is located at the Kayenta Service Unit, Division of Quality Management, Quality Services, Kayenta, Arizona. The compliance program will include standards, procedures and internal controls reasonably capable of reducing the prospect of criminal conduct. The incumbent works under the general supervision and guidance of the Director of Quality Management.

Duties

This incumbent's objective is to ensure that the service unit establishes and maintains an effective, best practice compliance and integrity program, to prevent and detect violations of law and other misconduct, and to promote ethical conduct and a commitment to compliance with the law. The incumbent: Exercises oversight responsibility for the Service Unit's global compliance and integrity program. Uses the service unit Compliance Plan, Federal Sentencing Guidelines and the Office of Inspector General (OIG) Program guides to implement oversight functions. Recommends Compliance Program revisions to meet changes in the organization's needs and business and regulatory environment, to improve its effectiveness. Minor plan changes to address new laws, requirements, etc. may be made by the compliance officer. Major plan changes shall be approved through organizational protocols. Provides compliance information to help the service unit management find new ways to improve decision making, quality, and reduce its vulnerability to fraud, waste, and abuse. Conducts investigations of alleged violations of law, standards of conduct, or any other system policies and procedures. Conducts training to new and existing employees on compliance matters at the mandatory new staff orientation, general staff meetings and departmental meetings, and any other forums as requested. Keeps documentation of new staff attendance at education sessions. Conducts periodic reviews to assess adherence to service unit compliance plan requirements. Reviews shall include confirmation that appropriate records have been created and maintained. Identify and assess areas of compliance risk for the service unit. Develops a service unit Risk Matrix and Assessment tool that identifies risk areas with an assessment, action plan and responsible staff member. Matrix is updated annually.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. BASIC REQUIREMENT(S): Undergraduate and Graduate Education: Major Study - hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. In addition, to the Basic Requirements, you must also meet the Minimum Qualifications stated below- MINIMUM QUALIFICATIONS, GS-12: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-11 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Specialized Experience: Serving as an expert in leading and overseeing a hospital compliance program including promoting ethics and integrity on hospital processes and procedures. Knowledge and experience in working with key individuals or key Agencies that specialize in hospital compliance and public health principles such as legal experts, clinical administrators and hospital administrators through a wide range of regulatory scenarios and circumstance. Demonstrated technical authority in the performance of internal risk assessments, investigative processes, compliance incidents, report finding, and development of solutions for various system-level processes to detect non-compliance and provide corrective measures for any violations and implement systems for internal controls for continued monitoring. Proficient in preparing reports and presenting them to Executive Leadership, governing bodies, stakeholders and regulatory agencies of either deficiencies or corrective action processes. Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement.
