This position is located at the Kayenta Service Unit, Division of Administrative Services, Business Office Branch, Patient Registration Unit, Kayenta, AZ. The primary purpose of this position is to provide a full range of administrative, technical and supervisory duties for the Patient Registration, Admissions, Patient Benefits and Insurance Verification coordination of the Business Office. Incumbent reports to directly to the Supervisory Health System Specialist (Business Office Manager).

Duties

Directs activities of Patient Registration, Admissions, Patient Benefits and Insurance Verification that requires familiarity of health care environment. Provides technical assistance to the Business Office Manager, Administrative Officer and Chief Executive Office on matters involving assigned unit and section. Sets the overall objectives and resources available for the assigned section. Locates and selects the most appropriate guidelines, references, and procedures in the decision-making process. Performs long and short range planning, evaluation and analysis, and projection of future resource requirements. Manages, evaluates, analyzes and provides oversight of assigned section. Reviews and monitors workloads. Assure work assignments are carried out: develops and implements policies and procedures and training methodologies, develops and updates position descriptions, performance standards; monitors section data activity which entails daily, weekly, and monthly error corrections that involve researching and analyzing computer-generated reports; and determines whether files should be deleted/merged, edited, or updated. Develops and implements a comprehensive internal quality control system that measures the effectiveness of such controls and their impact on the program. Determines the eligibility of patients in accordance with IHS and Navajo Area guidelines. Interprets rules and regulations for alternate resources for patients; and performs continuous research and updates information involving changes in rules and regulations for alternate resources. Applies extreme discretion when considering possible entitlement to available programs in determining the most advantageous way of processing the action or making further research to entitlement to all reimbursement activities. Utilizes the patient data base information system which includes conducting patient interviews to update information on demographic and third-party resource data, recording the information and submitting it to the Area Third Party Reimbursement Office. Requests documentary proof of eligibility when necessary. Assists with the development and implementation of Business Office and Kayenta Service Unit policies and procedures regarding patient registration and admissions eligibility, resource patient management systems, alternate resources programs and training methodologies.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. Individual Occupational Requirements: Undergraduate and Graduate Education: Major study - hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health are facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility mangers and analysis and/or coordination of administrative, clinical, or other service activities and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. MINIMUM REQUIREMENTS: For GS-09: Master's or equivalent graduate degree. Two full years of progressively higher level graduate education leading to such a degree. LL.B or J.D., if related. Specialized Experience at the GS-09: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related wo the work other position to be filled. To be creditable, applicant must have one year of specialized experience equivalent to at least the GS-07 grade level. Experience includes: Provide a full range of administrative, technical and supervisory duties; evaluates, analyzes, and coordinates work involving the collection of patient registration and admissions, eligibility determination of data and enrollment of patients without alternate resources coverage and collection of third party alternate resource data from patients as well as, maintain a pre-authorization and pre-determination system that improves third party billing collections; managing, evaluating, reporting, and performing liaison functions with departments, external/internal customers (state and local agencies); and provides leadership, expertise, program assessment, strategic planning, and implementation of goals, services, and new initiatives to meet the mission and goals of the Service Unit. Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement.
