The primary purpose of this MANAGEMENT ANALYST, GS-0343-09 Target 11, position is to serve as a Management Analyst for the Branch organization. Incumbent is responsible for performing selected studies to review and evaluate the efficiency/effectiveness of substantive program operations within the branch organization structure.

Duties

Perform studies to review and evaluate the efficiency/effectiveness of substantive program operations such as inventory assessment, mobile device asset procurement, forecasting future demand, sustainability, and cost projection and their interrelationships with the branch organization structure. In preparing studies, monitor, and analyze data from reporting systems generating a variety of production data including customer satisfaction, flow days, financial postures, workload status, etc. Assist the Directorate manpower analyst in the analysis and review of proposed realignments/reorganizations to determine their impact on current branch operations, policies, and guidelines.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. TARGETED POSITIONS: This position is a developmental (GS-09 Target GS-11) position. This position may be filled at any grade level. Individual selected may be promoted without further competition, upon meeting all legal and regulatory requirements. Starting salary indicated on this vacancy announcement is for the (GS-09). Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor. Promotion is neither implied nor guaranteed. Military Spouse candidates exercising their preference will be placed at the full performance level, if considered to be best qualified and selected. GS-09 SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade (GS-7), or equivalent in other pay systems. Specialized experience is experience in knowledge of a variety of standard computer software packages and data management techniques; in-depth knowledge of both maintenance as well as supply data systems, software, and data management concepts; and experience adapting analytical techniques and evaluation criteria in the development of new or modified work methods, organizational structures, management processes, guidelines, and procedures. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: Applicant must have successfully completed a master's or equivalent graduate degree, or two full years of progressively higher-level graduate education leading to such a degree, or LL.B. or J.D., if related.NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: An equivalent combination of successfully completed, qualifying education and experience may be used to meet total experience requirements. Specialized experience directly related to the work of the position may be used to meet the requirements of this position. Education in excess of one full year of graduate level education or superior academic achievement may be used to qualify applicants for the GS-9 level. GS-11 SPECIALIZED EXPERIENCE Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade (GS-9), or equivalent in other pay systems. Specialized experience is experience in substantial knowledge and understanding of the major issues, program goals and objectives, work processes, and administrative operations of the branch organization; and knowledge and skill in applying qualitative and quantitative techniques for the analysis and measurement of the effectiveness, efficiency and productivity of the organization's administrative and technical program operations carried out by personnel in the areas of supply, budget, maintenance, and production. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: Applicant must have a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related.NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: An equivalent combination of successfully completed, qualifying education and experience may be used to meet total experience requirements. Specialized experience directly related to the work of the position may be used to meet the requirements of this position. Education in excess of a master's or equivalent graduate degree, or two full years of progressively higher-level graduate education leading to such a degree, or LL.B. or J.D., if related, may be used to qualify applicants for the GS-11 level. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Due to the use of 120-day rosters, applicants within 120-days of completion of TIG requirements are encouraged to apply. Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Projects require substantial knowledge and understanding of the theory and principals of management and the larger organization in the review and analysis of a variety of administrative/clerical processes and procedures in the branch organization. Knowledge and skill in applying qualitative and quantitative techniques in the identification, consideration, and resolution of issues or problems of a procedural nature. The issues or problems areas dealt with are readily identifiable and observable. Ability to plan, organize work, and meet deadlines. Ability to use office automation tools and techniques to generate reports, briefing materials, and/or comparable documents. Ability to research, analyze, interpret, and apply rules, regulations, and procedures. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
