You will serve as a Management Analysis Officer assisting with the management of requirements, resources, and policy issues related to allied and coalition interoperability in information warfare. You will coordinate U.S. and foreign navy systems interoperability requirements across OPNAV, the Fleet, the acquisition community, the Intelligence Community (IC), and Department of Defense (DoD). This position is located at DNI/DDNI OPNAV SUPPORT STAFF, Pentagon, Arlington, Virginia.
Duties
You will serve as the coordinator of U.S. and foreign navy systems interoperability requirements.
You will identify and document requirements and program resources to meet coalition interoperability objectives.
You will coordinate and document Navy positions, staff tasker packages, plan international meetings, and conduct briefings to Navy, Intelligence Community (IC), Joint, Department of Defense (DoD), and coalition stakeholders.
You will serve as a representative of the U.S. Navy in coalition interoperability forums and coordinate coalition interoperability activities.
Requirements

- You must obtain and maintain a Top Secret security clearance and access to Sensitive Compartmented Information (SCI). Failure to do so may result in the withdrawal of an offer or removal. Indicate the level and date of your clearance in your resume.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
- You must acknowledge in writing that you are accepting an appointment in the DCIPS (excepted service) which does not confer competitive status, prior to appointment.
- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

- All Defense Intelligence positions under the Defense Civilian Intelligence Personnel System (DCIPS) are in the excepted service by specific statute, 10 U.S.C. 1601. This position is in the excepted service and does not confer competitive status.
- This position requires a periodic polygraph examination.
- This position may require a two-year DCIPS trial period requirement.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GG/GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Utilize knowledge and expertise of current and planned maritime U.S. and partner nation intelligence and information warfare systems to meet coalition interoperability objectives;
Use planning, programming, and budgeting (PPBE) automated systems and processes to manage resource allocation related to allied and coalition interoperability in information warfare;
Provide counsel and assistance to senior leadership in matters impacting information warfare, including conducting assessments of current and emerging capabilities and capability gaps, developing and documenting courses of action, and presenting oral and written reports to facilitate decision making.
