This position is part of the National Archives and Records Administration. This position is located in NARA's Office of General Counsel. The incumbent works under the general supervision and technical oversight of the FOIA & Privacy Act Officer (Supervisory Archivist), and the technical oversight of the Director of Litigation or staff attorney, performing a variety of professional and administrative archival and access functions for the NGC Access Program.

Duties

As an ARCHIVIST, you will: Serve as a team member involved in efforts to coordinate the accomplishment of NARA's application of various access statutes, including the Freedom of Information Act (FOIA) and the Privacy Act (PA), and access to Presidential materials. Advise and consult with all NARA components on legal and archival issues arising from access to NARA's holdings pursuant to the FOIA, the PA and related privacy matters, legal discovery, records management, and access to Presidential materials, including under the PRA and PRMPA. Serve as official NARA representative who interacts with other agency officials, including legal counsels, FOIA officers and other FOIA specialists, in order to resolve complex access issues that arise. Assist with preparation of written responses to inquiries from the White House, Congressional, and other officials, law firms, and the general public on the history, organization, and administration of NARA, the Presidential libraries system, and the archival and museum holdings of the libraries; and procedures for gaining access to the documentary materials. Serve as the records officer for the Office of General Counsel and supports all records management requirements, including its internal electronic recordkeeping system. Appraise the potential archival value of the records of the Office of General Counsel for final disposition.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement. To qualify at the GS-13 level, you must have one year of specialized experience at the GS-12 level or equivalent that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as: Knowledge of, and ability to apply records and information management principles, concepts, practices, techniques and methods. AND Experience with the Freedom of Information act (FOIA) and the Privacy Act (PA) requests for records. AND Experience providing technical consultation on FOIA and other access statutes to meet the needs of NARA, other agencies, users, or researchers. To qualify at the GS-12 level, you must have one year of specialized experience at the GS-11 level or equivalent that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as: Experience with the Freedom of Information act and the Privacy Act; AND Experience with records and information management principles, concepts, practices, techniques or methods; AND Experience communicating to various audiences to give guidance on legal or archival issues which may include includes specific individual requests, project segments, entire projects, or larger issues. In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-13, you must have been at the GS-12 level for 52 weeks. For the GS-12, you must have been at the GS-11 level for 52 weeks.

Education

Education Requirements: The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.

  • Bachelor's degree in archival science or bachelor's degree with a major that includes 18 semester hours in archival science, history and/or in political science or government, and 12 semester hours in one or any combination of the following: archival science, history, American civilization, economics, political science, public administration, or government.

OR

  • Combination of education and experience - at least 30 semester hours that included courses as shown in A above, plus appropriate experience or additional education. (Note: Professional experience must have been in archival science, or in a directly related field of work such as history that involved the collection, appraisal, analysis, or synthesis of information having historical or archival values.)
