The primary purpose of this position is to to serve as Chief, Staff Support Services Office (SSSO) providing administrative and logistical support to the National Guard Bureau (NGB) Joint Staff (JS), Director of Staff in order to provide accountability and economies of scale for activities support that are not efficiently replicated in each of the NGB JS Directorates.

Duties

Serves as a senior advisor to the Directorate of Management and Administration (DM&A) Director and Deputy Director on issues pertaining to National Guard Bureau (NGB) Joint Staff (JS) personnel support programs, affecting over 1200 ANG and ARNG Service members and supporting 60 civilian members in the DM&A. Responsible for maintaining the Temple Army Readiness Center (TARC), Pentagon NGB JS and OCNGB space allocation in order to meet all NGB JS/OCNGB mission requirements. Development of Service member support programs and initiatives. Serves as an authoritative advisor, to the Director, DM&A on personnel, manpower, and human capital program objectives, policies and technical matters for DM&A. Performs supervisory personnel management responsibilities to a diverse staff.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays. Employee may be required to work overtime.
  • This position has been designated by the AF as a Testing Designated Position (TDP) under the AF CDDR Program. Employee must pass initial and periodic short notice drug testing.
  • Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the AF, national security, and public safety.
  • Employee is required to submit an initial and annual OGE Form 450, Financial Disclosure IAW DoD 5500.07-R Joint Ethnics Regulations (JER).
  • Must be able to obtain and maintain TOP SECRET security clearance.
  • Previous MAJCOM/FIELDCOM and Higher Headquarters experience, Group, Wing or FIELDCOM leadership and extensive knowledge of the National Guard Bureau and its corporate structure is desired.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience include: (1) Leading personnel; (2) Identifying the need for care and welfare of personnel assigned to the organization; (3) Providing advice, council and/or guidance on all organization personnel and/or human capital issues; (4) Establishing, revising or reviewing policies, procedures, mission objectives and/or organization design. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Expert knowledge of a wide range of manpower and personnel concepts, principles, operations, laws, regulations, programs, and practices; and budget execution concepts, principles, operations, and practices. 2. Extensive knowledge of the mission, roles, functions, organizational structure, management, and operations of the National Guard Bureau to provide high-level staff guidance and participate in the development of goals, objectives, and polices. 3. Knowledge of personnel management, EEO, and safety and security regulations, practices and procedures. 4. Skill in managing the work operations of multiple organizational segments to meet program requirements, goals, and objectives within available resources. 5. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization directly or through subordinate supervisors. ???????6. Superior oral and written communication skills in order to propose and negotiate effectively with all levels to accept and implement recommendations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
