You will serve as a FINANCIAL MANAGEMENT ANALYST in the FINANCIAL DIVISION, FINANCIAL DEPARTMENT of SOUTHEAST REG MAINTENANCE CTR SERMC.

Duties

You will perform as a subject matter expert for ship repair funding variety of analytical, technical, and administrative work for substantive programs and support activities. You will provide financial advisory services for a segment of the organization budget along with a full range of services including financial information, trend analyses, budget guidance, and advice to managers. You will apply a wide range of standard practices and procedures to phases of an annual budget and/or administrative processes. You will distribute 2168 allocations in the financial system. You will prepare various reports as required for Depot Level ship repair Funding. You will conduct tri-annual reviews on outstanding obligations and investigates causes for non-expenditures. You will prepare various funding documents. You will review Official Accounting System to ensure all obligations flow accurately. You will monitor Maintenance Modernization Business Plan (MMBP) for Depot Level ship repair Funding and makes recommendations for reallocation of unused funds. You will update and maintain ship ledgers and reconcile between CFMS and SABRS. You will review contract modifications to ensure accuracy of financial data. You will research and provides data to support various data calls. You will review suspense an error reports and takes appropriate action to resolve. You will review Official Accounting System to ensure all obligations flow accurately.

Requirements

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a Financial Management Level I certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

To qualify for the FINANCIAL MANAGEMENT ANALYST, GS-0501-11, your resume must demonstrate at least one full year (52 weeks) of specialized experience equivalent to the level of difficulty and responsibility to that of the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience in applying detailed knowledge and understanding of a wide range of standard practices and procedures to phase of an annual budget and/or finance administrative processes. Experience researching regulatory material to obtain factual information. Experience preparing a variety of reports and maintaining local budget/financial systems and other agency accounting systems. Experience analyzing and recommending costs and benefits of alternative methods of financial management of organization's programs and administrative operations. Successful completion of a Ph.D. or equivalent doctoral degree
OR
Successful completion of three full years of progressively higher level graduate education leading to a Ph.D.
OR
Possession of an LL.M. that is related to this position being filled.
OR
A combination of experience and graduate education as described above that equates to one year of experience.
