You will serve as a SUPERVISORY FINANCIAL MANAGEMENT ANALYST of SOUTHEAST REG MAINTENANCE CTR SERMC.

Duties

You will supervise analysis of execution trends and develops recommendations based on data presented to evaluate and project manpower requirements for the command's mission. You will provide status of funds and budget execution information to Department Heads and command leadership. You will analyze and validate requests for additional annual controls and funds reallocation. You will serve as the Finance Defense Travel Administrator (FDA); ensure proper execution of official travel according to Joint Travel Regulations (JTR). You will oversee Financial Improvement and Audit Readiness (FIAR) requirements for the command. You will coordinate Internal Review Management (IRM) Managers' Internal Control Program (MICP) for Finance Department Head. You will perform or advise on work in any of the phases or systems of budget administration. You will present and defend budget estimates before authorities; review and evaluate budget requests; control, and reporting of obligations and expenditures. You will develop and interpret budgetary policies and practices. You will plan work, set priorities and schedule work as necessary to assure effective and expeditious accomplishment of priority work without adverse effect on regular and recurring work. You will provide technical and administrative oversight, advice and instruction.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience providing technical and administrative direction, guidance, and supervision to subordinates for executing all facets of financial management i.e.; payroll, travel, purchase card, reimbursable programs, funds execution. Experience performing financial operations in DoD ship repair or industrial activities. Experience interpreting DoD financial management procedures, laws, and regulations; budget policies and requirements; auditing techniques; congressional legislation. Experience applying concepts, principles, practices, laws, and regulations of budgeting and/or financing and their relation to subordinate and senior levels.
