This position is located in the Louisville Regional Office. The incumbent is responsible for conducting evaluative studies and serving as a consultant to the Regional Director on pertinent issues associated with the effectiveness and efficiency of VBA Regional Office operations as they relate to the delivery of benefits and service to Veterans.

Time-in-grade: Applicants who are/were federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements.
For a GS-11 position you must have served 52 weeks at the GS-09 level.
For a GS-12 position you must have served 52 weeks at the GS-11 level.
SF-50: If you are seeking a reassignment/change to lower grade, you must submit a copy of your most recent SF-50 (non-award) AND the SF-50 placing you into your current position.
To support your claim of time in grade, you must submit your most recent appointment, promotion, within grade increase SF-50 (not an award or general adjustment SF-50). Specialized Experience:
To qualify for this position, applicants must meet all requirements by the closing date of this announcement.
Specialized Experience (GS-11): To qualify, applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-09) in the normal line of progression for the occupation in the organization. Specialized experience must demonstrate at least two of the following: applying analytical and evaluative methods and techniques to issues or studies; researching and applying pertinent regulations, policies and precedents which affect work processes and operations; and experience conducting detailed analysis of complex issues, work functions and/or work processes.
OR
Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related
OR
Combination of Education and Experience: If you do not fully meet the length of experience and education described for a specific grade level (e.g. have six months of experience and some coursework but not a degree), the two can be combined to total 100% of the requirement. Specialized Experience (GS-12): To qualify, applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-11) in the normal line of progression for the occupation in the organization. Specialized experience must demonstrate at least two of the following: diagnosing problems within the organization and what drives these issues; building working relationships with all levels of the organization; developing, implementing, and articulating the mission vision and goals of the organization; developing and/or assisting in the design of business processes, systems, technology, and job roles; implementing plans and means to achieve these goals as well as providing training and education on new organization initiatives.
