This position is part of the Asst Secretary Office of Congressional and Intergovernmental Affairs, Department of Energy. As a Legislative Affairs Specialist, you will provide staff expertise, advice and support to Departmental officials in working and collaborating with Members, personal office staff, and committees of Congress to ensure the exchange of information between the Department of Congress.

- This position works remotely, but the employee must live within a realistic commuting distance from the DOE Worksite. If selected, it is required to sign a remote work agreement detailing remote working conditions and expectations for position.

Qualifications
SPECIALIZED EXPERIENCE REQUIREMENTS: Specialized Experience is experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position to be filled.
GS-12: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-11 in the Federal service. Specialized experience for this position is defined as meeting ALL of the following:
Providing information to aid in the preparation of officials for their appearance in congressional hearings and in tracking legislative as it progresses through Congress; AND
Developing legislative strategies and working as a key part of a team to implement those strategies to enhance likelihood of legislative consideration and passage; AND
Preparing briefing materials on complex policy an technology issues with limited direction from managerial or leadership.
GS-13: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-12 in the Federal service. Specialized experience for this position is defined as meeting ALL of the following:
Serving as a liaison and/or working directly with Members of Congress, their staffs, or Congressional Committee staff to advance policy priorities for private or not-for-profit organizations; AND
Experience in aligning multiple interests, and interest groups to support policy proposals and coordinate responses related to congressional requests; AND
Conducting negotiations with congressional and programmatic staff to implement legislative policies and recommendations and assure organizational compliance with congressional requirements.
"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

CTAP/ICTAP candidates: To be considered "well qualified" you must (1) meet all of the requirements as described in this section; and 2) be rated "well-qualified", which is defined as having a score of 85 or better.
