This position is located at Bureau of the Fiscal Service, Deputy Commissioner Transformation and Modernization. As an Emergency Management Specialist, you will serve as the Manager's technical expert in the areas of Continuity of Operations (COOP) planning, emergency preparedness and response, and disaster recovery.
Duties
The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
Create and establish Bureau policy and procedures as they relate to COOP and Emergency Management.
Provide expert guidance on occupant emergency and incident response planning for all Fiscal Service facilities.
Represent the Bureau in Departmental meetings and with other agencies with statutory authority, as necessary.
Develop methodologies to analyze business and organizational impact of potential threats and design processes to perform risk analysis.

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Specialized Experience: For the GS-11, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service.Specialized experience for this position includes experience performing Emergency management work carrying out or coordinating emergency functions to prevent, protect from, mitigate, prepare for, respond to, and recover from emergencies and disasters of either a natural or man-made origin.
Examples of specialized experience for this position include ALL of the following:
- Assisting with performing continuity of operations planning, testing, or development of emergency preparedness and/or first responder procedures and activities; AND
- Assisting with analyzing and assessing Emergency or Incident Response program effectiveness and recommending improvements; AND
- Assisting with advising or performing work with emergency management/homeland security discipline specific collection, research, analysis/production, or dissemination; AND
- Assisting with developing response plans or emergency preparedness specific presentations and incident specific reports.
OR You may substitute education for general or specialized experience as follows:
Ph.D. or equivalent doctoral degree
OR
3 full years of progressively higher level graduate education leading to such a degree
OR
LL.M., if related.
OR You may qualify by a combination of experience and education. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-11, you must have been at the GS-09 level for 52 weeks.
