This position is located at Bureau of the Fiscal Service, Emergency and Security Programs Division. As an Supervisory Emergency Management Specialist(Branch Manager), you will support the mission of the Emergency & Security Programs Division (ESPD), Emergency Preparedness Branch (EPB).
Duties
As a Supervisory Emergency Management Specialist(Branch Manager), you will:
Support the mission of the ESPD and EPB by planning, developing, and organizing a comprehensive, effective, and viable Bureau-wide Emergency Preparedness Program in accordance with Federal mandates, Treasury Directives, and operational priorities and expectations established by the Fiscal Service Executive Board.
Manage, oversee, and direct a team of technical experts which share a rotational responsibility for performing the following sets of duties associated with the following three functional areas: Business Continuity Program Management; COOP, Pandemic & Devolution Plans; and Disaster Recovery Exercises (DRE).
Develop guidance and provides expertise for Bureau managers in planning for the design, development, maintenance, and testing of Continuity of Operations (COOP) and Continuity of Government (COG) plans for critical functional areas within their organization(s).
Develop and maintains strong partnerships with local, state and national organizations to strengthen Fiscal Service's ability to prevent, respond to, and recover from all forms of emergencies and natural or man-made disasters.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. For the GS-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes ALL the following:
-Performing continuity of operations planning, testing, and preparation; AND
-Advising or performing work with emergency management/homeland security/FEMA; AND
-Collection, research, analysis, production or dissemination of disaster recovery information; AND-Guiding, advising, or directing a team of technical experts in emergency preparedness or disaster recovery work.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-14, you must have been at the GS-13 level for 52 weeks.
