Duties
Inspect construction work in progress to ensure compliance with specifications.
Attend pre-construction conferences to establish standards of work performance.
Review project plans/specifications to determine feasibility from a construction standpoint.
Inspect all construction material to ensure they meet specifications.
Inform contractor of scheduling, progress reporting, safety measures and/or other requirements.
Recommend payments based on satisfactory completion of project.
Notify the contractor of construction violations, defective work and/or rejected material.
Analyze construction plans and/or specifications on current projects.
Investigate the need for contract change orders or formal claims.
Observe work site to ensure work is being done using acceptable work practices.
Interpret standard blueprints to complete work survey.
Observe work in progress to ensure asbestos handling regulations are maintained.
Prepare written notification to notify contractor of violations and/or defective work.
Confer with contractor representative to resolve difference of opinions.
Notify contractor of deficient work by properly documenting findings on a deficiency tracking list.
Maintain a daily log of project recordings to capture all pertinent data.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
- The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- This position requires the employee to use personal protective equipment provided by the employer.
- This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
- Incumbent must obtain and maintain a Government Motor Vehicle Operators Identification Card (OF 346) while occupying this position.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.
Specialized Experience: One year of specialized experience which includes: (1) Inspecting/reviewing construction work to ensure an acceptable level of workmanship and adherence to safety standards; (2) Assisting in the planning of construction work; and (3) Coordinating project plans and/or specifications with construction companies performing work. This definition of specialized experience is typical of work performed at the next lower grade/level position in the Federal service (GS-08).
