This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serves as Operations Research Analyst with responsibility for designing and applying analytical techniques for estimating costs and cost-effectiveness for fixed-wing aircraft and associated equipment, subsystems and support.
Duties
Analyzes mission requirements to determine cost parameters, specific cost factors, and relationships to be utilized in constructing cost models.
Continuously refines and adjusts models in response to changes in technical specifications, support requirements, design alternatives, engineering, and operational trade-off proposals.
Prepares a variety of reports on cost estimates and cost-effectiveness of an overall program or specific aspects of the program.
Provides expert advice and technical assistance to functional specialists in identifying and evaluating program cost factors and cost impact on program alternatives.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Incumbent must be able to obtain and maintain a Secret clearance.
- A one-year probationary period may be required.
- The duties of this position require occasional temporary duty (TDY) travel up to 10% of the time.
- Financial Management Level 2 certification must be obtained within 24 months of entry on duty.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Business - Cost Estimating Certification within 5 years of entrance on duty.

You will receive credit for all qualifying experience, including volunteer experience. Education Requirement for Operations Research Analyst:
Degree: Bachelor's degree (or higher degree) in operations research; or a degree with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. Note: You must submit copies of your transcripts.
Specialized Experience: One year of specialized experience which includes: (1) Analyzing mission requirements to determine cost parameters of major weapon systems; (2) Developing cost estimates to support program management needs; and (3) Maintaining program office cost estimates to meet the organization mission.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-02(GS-11).
