About the Position: Serves with responsibility for coordinating and performing program planning, budgeting, analysis and reporting for a wide variety of functional elements and funding sources. Duties performed require a comprehensive knowledge and understanding of the principles and objectives of program administration and require thorough knowledge and skill in the application of related laws, regulations, policies, precedents, methods and techniques of programming and funds execution.
Duties
Provide management support services in the areas of program/project cost analysis, fiscal planning and advising Project Managers on development of annual work plans and budget submissions.
Research financial records for assigned projects to obtain cost, schedule and performance data.
Formulate annual and multi-year budget estimates, request supplemental appropriations, and reprogram allotments needed to finance program changes.
Perform in-depth analyses of budget requests, considering unforeseen factors in development and production, shifts in project direction and emphasis and explores alternative sources of funding.
Prepare and provide all technical assistance and budgetary reports or analyses as requested by District management, division or headquarters.
Maintain records of funding, obligations and expenditures for assigned programs.
Provide oversight and technical advice and assistance to Project Managers to resolve difficulties regarding monetary and fiscal responsibilities and ensure compliance with statutory and regulatory policy.
Initiate and participate in review and improvement of work methods and procedures.

Specialized Experience: One year of specialized experience which includes: 1) Reviewing and analyzing authorizations/appropriations to ensure that use of funds are in compliance with governing regulation and procedure; 2) Monitoring work estimates and allocated funds to ensure adequate funding; 3) Reviewing financial status of programs to make comparative analyses. The definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11)
