The primary purpose of this position is to serve as a stand alone multi-discipline security specialist, responsible for the full range of security support to the Joint Center for Electromagnetic Readiness (JCER).
Duties
Implements, manages and administers the Information Security Program for JCER.
Evaluate and monitor JCER industrial security program.
Implements and administers the Physical Security Program for JCER.
Implement and manage the JCER Security Education Program.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes applying knowledge of JOINT SERVICE classified COLATERAL GENSER. PROGRAM SECURITY, and SCI procedures and assign security responsibilities in very difficult test environments often this requires innovative and timely solutions of current DoD security policy requirements to function as a technical authority in assignments requiring the application of new theories and developments to security problems not susceptible to treatment by accepted security methods, technology, or procedures.

EDUCATION: : Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related. NOTE: You must submit a copy of transcripts

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirement is at least 100%. NOTE: You must submit a copy of transcripts
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
I. Knowledge of resources protection, information, industrial, and physical security concepts, principles, and practices to plan and implement security programs in these areas.
2. Knowledge of required security training concepts, programs, procedures, and practices to assist managers in establishing and operating internal security programs.
3. Skill in developing, analyzing, and evaluating security programs to meet mission requirements and improve the security program for the installation.
4. Ability to communicate orally and in writing, clearly, concisely, and accurately.
5. Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.
Other significant facts pertaining to this position are:
1. The employee may occasionally be required to travel in military and/or commercial aircraft to perform temporary duty assignments.
2. This position is designated by the Air Force as a testing designated position under the civilian drug testing program. It is mandatory for the incumbent to refrain from the use of illegal drugs and misuse of prescription medication. If requested, the incumbent must submit to urinalysis testing.
3. The incumbent must be able to obtain and maintain a Top Secret (TS) security clearance with access to Sensitive Compartmented Information (SCI) as a condition of employment. Access to Special Access Programs (SAP) may be required.
4. Department of Defense Security Fundamentals Professional Certification (SFPC) conferral is required within 2 years of the established employee EOD or initial assignment date to this position in accordance with DOD 3305.13-M, DoD Security Accreditation and Certification and AFI 36-2645, Security Professional Certification and Development. The listed certification requirements may not be deleted or modified without the written approval of the AF Security Functional Authority (SAF/AA) or their delegated security career field representative.
5. This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions IAW DoDI 3020-42, Defense Continuity Programs.
6. The employee may be required to work other than normal duty hours which may include evenings, weekends, and/or holidays. Overtime and/or emergency overtime may be required.
Physical Demands
The work is sedentary and is usually accomplished while seated at a desk or table. Some walking and standing may occur in the course of a normal workday in connection with travel to and attendance at meetings and conferences away from the work site. Items carried typically are light objects such as briefcases, notebooks, laptop computers, and data processing reports. Lifting of moderately heavy objects is not normally required. No special physical ability is required to perform the work.
Work Environment
The work is primarily performed in an office selling. However, occasions to work in environments with moderate discomforts and unpleasantness such as noise, heat, cold, wind, dust, or confined spaces in primitive conditions may be required. Some travel to attend meetings the JCER representative may be required.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
