The primary purpose of this position is: This position serves as the Security Manager for Air Force Operational Test and Evaluation Center (AFOTEC) Detachment 6 and reports directly to the AFOTEC Detachment Commander.

Duties

Duty 1: Plans, organizes, and directs the activities of the Detachment 6 security office, ensuring that all security programs comply with command, legal and regulatory requirements. Duty 2: Information Security Program for Detachment 6. Duty 3: Personnel Security program for Detachment 6. Duty 4: Physical Security Program for Detachment 6. Duty 5: Exercises supervisory personnel management responsibilities.

  • Department of Defense Security Fundamentals Professional Certification and Security Asset Protection Professional Certification conferrals are required within 2 years of the established employee EOD

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes applying Knowledge of a wide range of security concepts, principles, and practices to review, independently analyze, and resolve difficult and complex security problems; applies policy direction to contractors and government/military officials, and develop guidance for applying security policy, procedures, techniques, equipment, and methods to a variety of work situations and various levels or degrees of security controls. Knowledge of a broad range of security program relationships and proficiency in information, personnel, and industrial security to effectively implement and administer applicable security programs and/or coordinate with other specialized security programs. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Thorough knowledge of all security disciplines (Information, Industrial, Personnel, Physical, Communications) to effectively develop, implement, administer, manage, and evaluate collateral, SAP and SCI security programs. 2. Knowledge of Special Access Program security disciplines, concepts, principles, and practices; experience as a Government SAP Security Officer (GSSO) is highly desired. 3. Knowledge of Special Compartmented Information security disciplines, concepts, principles, and practices; prior experience as a Special Security Officer (SSO) or Special Security Representative (SSR) is highly desired. 4. Ability to supervise, plan, organize, and direct the functions and staff of a diverse organization in order to meet deadlines and accomplish organizational security and operational test objectives. 5. Knowledge of security classification methods, concepts, and eligibility for access to classified or sensitive information to review plans for proposed or new projects, organizations, and/or missions to assure the presence of adequate planning for security controls. 6. Ability to communicate effectively with Detachment 6 personnel and senior AFOTEC, Air Force and DoD officials both orally and in writing on security topics involving extremely sensitive technical information; a bachelor's degree is highly desired. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
